With the approval of the Ministry of Education and provincial authorities, the University of Texas cooperates with Vladivostok State University of Economic Service in Russia to run two majors: art design, international economy and trade, biotechnology and application, machinery manufacturing and automation with mercy University in Detroit, USA, and computer application technology and nursing with Edgevin University in Australia. Most of the graduates who returned from studying abroad worked in domestic government agencies, universities and large enterprises, which fully reflected the advantages of Sino-foreign cooperation in running schools.

The University of Texas has successfully held activities such as "China Dezhou-Canberra University Cultural Week", "Russian Fine Arts Master Class of the Ministry of Education" and Sino-Russian international academic seminars. The Twelfth Five-Year Plan for National Economic and Social Development in Dezhou clearly puts forward that higher education should be vigorously promoted, the popularization level of higher education should be improved, discipline construction should be strengthened, and new energy, new materials, Internet of Things, new media and other professions and emerging disciplines urgently needed for economic and social development should be added.

The new campus of Dezhou University is an eastward expansion project formulated by Dezhou Municipal Party Committee and Municipal Government, with an estimated investment of more than 900 million yuan and a planned total construction area of 438,250 square meters. The whole project is scheduled to be completed in 20 14, when the enrollment scale of dezhou university will exceed 26,000.
