School introduction
Shandong Open University (formerly Shandong Radio and TV University) was founded in 1979. It is a new university established according to the requirements of Deng Xiaoping's vigorous development of distance education. The school has formed a distance education network covering the whole province's urban and rural areas, which consists of provincial, municipal and county-level TV universities (provincial university headquarters, 22 city-level TV universities, 102 county-level TV universities and 76 1 teaching point).
Students are enrolled in RTVU branches and teaching points at all levels in the province. Those who pass the examination will be awarded the graduation certificate of ordinary colleges and universities by undergraduate and junior college students, and the graduation certificate of the National Open University by graduate students.
In the practice of running a school, the school has trained a team of teachers who are proficient in modern distance education, trained a large number of teaching managers, technicians and theoretical researchers who are familiar with the laws of distance education, trained hundreds of thousands of practical talents who can learn, use and stay in all walks of life in Shandong Province, and provided strong talent support for the economic and social development of Shandong Province.
In July 2022, twelve open universities, including Shandong Open University, jointly established the Open University Alliance of nine provinces and regions in the Yellow River Basin.

Shandong Open University, sponsored by the Shandong Provincial People's Government and headed by the Provincial Education Department, is a provincial adult undergraduate institution of higher learning supported by modern information technology, with systematic school running as the main form, providing continuing education with and without academic qualifications for grassroots, industries, rural areas and communities in the province.
Shandong Open University accepts the leadership of the provincial people's government and the management of the provincial education administrative department in administration, and accepts the guidance of the National Open University in business. Since its founding, the school has held high the great banner of Deng Xiaoping Theory, adhered to the Party's educational policy, made long-term exploration and pioneering practice on modern distance education with China characteristics, and gradually developed into a more advanced modern distance education system, making contributions to the educational reform in our province.
The school implements the system of systematic running and hierarchical management, and constructs a teaching management system covering both urban and rural areas of the province, which consists of large power-saving counties and counties directly under RTVU. There are more than 4,900 teaching and administrative staff in the RTVU system in the province, including more than 3,500 full-time and part-time teachers, and more than 1000 with senior titles, forming a team of full-time and part-time teachers who meet the needs of the development of continuing education by combining academic qualifications with non-academic qualifications.
Power-saving University has three campuses, Qianfoshan Campus is located at No.21Jingshi Road, Lixia District, Shungeng Campus is located at No.2 10 Shungeng Road, Lixia District, and Gaoxin Campus is located at No.201Xinluo Street, High-tech Development Zone. There are 28 departments, including Party and Government Department 16, 9 teaching departments and 3 teaching auxiliary departments.
