Graduates can directly participate in such activities under the guidance of the school. All employment agreements signed between the "supply and demand meeting" and the "double election" conference and the graduate employment market are valid contracts, and both parties must perform them. If one party reneges and fails to perform the contract, it will be regarded as a breach of contract, and it will bear the liability for breach of contract (the liability for breach of contract is indicated in the agreement). 4. After all the teaching plans are completed, colleges and universities will start to apply for graduate registration cards in the middle and late June in accordance with the unified requirements of the state. Generally, graduates will be dispatched from July 1.

Second, the formulation process of graduate employment plan.
Under the current employment system for graduates, although "supply and demand meet" and "double selection" have become the main channels for graduates' employment, and although the "planning" of employment "plan" has obviously faded, as far as the current dispatch form is concerned, the employment plan still exists, but the formation mode of the plan has changed. Under the condition of "unified contracting and allocation", the formation of the plan is carried out from top to bottom. After the "double election", graduates and employers need to sign an employment agreement to fix their intentions after both parties are satisfied. At present, the National Employment Agreement for College Graduates printed by the Ministry of Education is widely used in various schools. The agreement was first used in affiliated universities by the former State Education Commission on 1997. The unified use of graduate employment agreement is conducive to the unified, standardized and scientific management of graduate employment. Signing the agreement is also a supervision and affirmation of the employment behavior of graduates, the acceptance behavior of employers, and the intermediary behavior of training institutions and employment authorities. The employment agreement reflects the opinions of the employer, the competent department of the employer, departments and schools, and defines the responsibilities, rights and obligations of graduates, the employer, the competent department of the employer and the training school through signature and seal. This agreement is made in triplicate, and the specific retention method is clearly stated in the agreement.
It is worth noting that due to special reasons such as management system, some areas still use the agreements printed by local governments in the past.
