There are two kinds of people's police ranks: one is the administrative rank (the bottom of the epaulettes is navy blue, the same color as the police uniform), and the other is the professional and technical rank (the bottom of the epaulettes is cyan gray, the same color as the hat band). As far as the administrative police rank is concerned, it is usually worn by the local people's police. According to the Regulations of People's Republic of China (PRC) on Police Ranks:

Article 10 The police rank of the people's police shall be compiled according to the post rank of the people's police, and the award of the police rank shall be based on the current post, performance of integrity, time in the current post and working years of the people's police.

Article 12 Those who graduate from schools and are recruited from the society to serve as people's policemen, or transferred from other departments, shall be awarded the corresponding titles of policemen according to the determined posts.
