1986 graduated from the Central Institute of Finance and Economics with a bachelor's degree in economics. 1In April 1999, he obtained the master's degree in economics. In July 2003, he graduated from Central University of Finance and Economics with a doctorate in economics.

1986 stayed in the Department of Infrastructure Economics of the Central Institute of Finance and Economics after graduation, 1992 as a lecturer, 1999 as an associate professor, and was promoted to professor in 2005 and awarded as a doctoral supervisor in 2007. 1997 served as deputy director of investment economics department, deputy director of academic affairs office in 2000, director of investment economics department in 2003, and assistant principal and director of investment economics department in 2005. Since 2007, he has served as vice president of Central University of Finance and Economics.
