Article 3 The term "household registration management" as mentioned in these Interim Provisions refers to household registration, household registration transfer and the application and issuance of household registration certificates such as resident identity cards.

Article 4 The public security organs of this Municipality and residents of registered permanent residence shall abide by these provisions when registering, moving into their household registration, applying for and issuing household registration certificates such as resident identity cards.

Boat people who take ships as their home in the waters within the scope of this Municipality shall register their household registration in accordance with relevant regulations.

The account management of China citizens, servicemen of the armed police force and foreigners, stateless persons, overseas Chinese and residents of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province living in this Municipality shall be implemented in accordance with the provisions of relevant laws, regulations and rules.

Personnel from other provinces and cities entering the city's account management shall be implemented in accordance with the relevant provisions of the city's floating personnel and blue-printed account management.

Article 5 The household administration department of the Municipal Public Security Bureau is the competent department of household registration management in this Municipality; The household administration departments of district and county public security organs are responsible for household registration management within their respective jurisdictions.

The police station is the household registration management organ, which is specifically responsible for the household registration management within its jurisdiction.

Article 6 Non-active servicemen living in military camps shall be assigned by their units to assist the household registration authority in household registration.

Organs, organizations, schools, enterprises, institutions and other units with collective accounts shall designate special personnel to assist the household registration authority in household registration.

Article 7 Residents of this Municipality shall register their household registration according to the principle of giving priority to the registration of permanent residence. Residents of this Municipality who have more than two legally fixed residences can only register their permanent residence in one of them, and truthfully fill in the household registration items listed in the Registration Form of Permanent Population.

Residents of this Municipality shall register their household registration according to law, and the right to register their household registration shall be protected by law.

Article 14 Where the registered items of permanent residence of residents in this Municipality change, the procedures for change shall be handled in accordance with the following provisions:

(a) 18 years old or 18 years old or above, but under special circumstances, it can be renamed with relevant certificates. However, persons under criminal punishment or reeducation through labor and other detainees may not change their names;

(2) If the age of household registration is inconsistent with the actual situation, I shall apply and provide the necessary proof. I can change my age if it is verified through investigation;

(3) I can change my nationality if I apply and have a certificate issued by the district or county ethnic affairs department;

(4) Native place should be filled in with the father. Due to the adjustment of administrative divisions, parents' divorce, remarriage and adoption, the head of household or himself can apply for changing his native place with relevant certificates;

(5) Upon the application of the head of household or the unit in charge of collective households, the head of household may be changed;

(six) upon my application, with the identification certificate issued by medical institutions and other units, I can change my gender;

(7) Where an application is made to change the household registration matters such as education level, marital status, military service, height, occupation, etc., the applicant or the household registration place shall go through the change formalities with the applicant's resident identity card, household registration book and the applicant's education certificate, marital status certificate or relevant certificates issued by the labor and personnel department of the work unit.

Changes in household registration items specified in Items (1) to (6) of the preceding paragraph shall be handled after preliminary examination by the household registration authority and approval by the household administration department of the district or county public security organ. Changes in household registration items specified in Item (7) shall be handled directly by the household registration authority after acceptance and examination.

Refuse to move out, the elderly can apply in writing to the household registration authority, to be forced to transfer accounts;

(5) Those who have been released from prison and released from reeducation through labor, those who have come to settle in Shanghai with the approval of other provinces and cities, and those who have returned to settle in Shanghai from abroad (overseas), if their families do not let them, will be forced to resume their accounts;

(six) due to prominent family conflicts, not separating households and households will seriously infringe on the legitimate rights and interests of indoor personnel, and have the conditions for separating households and households. After mediation by the household registration authority is invalid, they are forced to separate households and households;

(seven) because of the disappearance, death and other reasons, the cancellation of the account, after being notified by the household registration authority where the account is located, refuses to implement it, and shall be forcibly cancelled;

(8) If the account should be cancelled due to going abroad or leaving the country for more than one year, if the household registration authority at the place where the account is located refuses to implement it, it will be forcibly cancelled;

(nine) for other acts that do not meet the requirements of household registration management, take corresponding compulsory measures for household registration management.

The provisions of item (1) of the preceding paragraph shall be implemented by the household registration authority with the letter of assistance from the people's court; The provisions of items (2) to (9) shall be investigated and verified by the household registration authority, and implemented after being reported to the household administration department of the district or county public security organ for examination and approval, and I shall be notified in writing.

Article 28 The household registration authority shall, within 7 days after receiving the compulsory execution decision of the people's court or the public security organ, go through the corresponding compulsory procedures on the permanent population registration form. For those who refuse to hand over the household registration book, they shall issue another household registration book with the same number, and write "renewal" in the remarks column.

Twenty-ninth in violation of these provisions, which constitutes a violation of public security management, shall be punished by the public security organs in accordance with the relevant provisions of the Regulations of the People's Republic of China on Administrative Penalties for Public Security; If a crime is constituted, criminal responsibility shall be investigated according to law.

Thirtieth public security organs should do a good job in the management of various accounts in a timely manner, collect production fees according to the charging standards set by the municipal price department, and announce them to the public.

Thirty-first parties or indoor interested parties who are dissatisfied with the provisions of the public security organs on household registration management may apply for administrative reconsideration or bring an administrative lawsuit according to law.

Thirty-second these Provisions shall be interpreted by the Municipal Public Security Corps.

Article 33 These Provisions shall come into force as of February 2000. Where the provisions on account management issued by the former Municipal Bureau are inconsistent with these provisions, these provisions shall prevail.
