In order to vigorously implement the "Bashan Excellent Talents Plan", further promote the strategy of strengthening the city with talents, continuously introduce high-level talents and professionals in urgent need, and boost the construction and development of Bazhong, according to the spirit of the Interim Measures for the Open Introduction of "High-precision" professionals in Bazhong City (No.7 of the Ba Wei Office [2017]), Bazhong City plans to openly introduce them to the whole country in 20 18.

I. Introduction Plan

There are 38 municipal units, 26 in Bazhou District, 6 in Enyang District/KLOC-0, 32 in Nanjiang County, 79 in Tongjiang County, 53 in Pingchang County, and 0 in Economic Development Zone/KLOC-0. Second, introduce the object.

(1) Basic requirements: having China nationality; Law-abiding and well-behaved; Have the professional knowledge and working ability required for introducing jobs; Good health; Meet the specific requirements and other requirements in the introduction post announcement.

(2) Specific requirements:

1. High-level talents: persons under the age of 45 with senior professional and technical positions (referred to as Class A); Persons under the age of 40 with full-time master's and doctoral degrees in general higher education (referred to as Class B).

2. Talents in urgent need: persons under 35 years old with corresponding intermediate professional and technical positions and full-time general higher education with college degree or above (referred to as Class C); Township institutions recruit people under the age of 35 with full-time undergraduate education in ordinary colleges and universities or other short-term professional and technical positions (referred to as Class D) clearly defined by organizations and human resources departments at or above the provincial level; Persons under the age of 35 with full-time undergraduate education in general higher education (referred to as Class G). Four. qualification test

(1) prequalification. After the applicants register through the Internet, the candidates of municipal units will be examined by the talent office of the municipal party committee, and the candidates of all districts and counties will be examined by the talent office of all districts and counties. The Talent Office of the Municipal Party Committee will announce the list of qualified personnel for registration and preliminary qualification examination within 2 working days after the registration deadline. If the applicant has any objection to the registration and preliminary qualification examination, he may consult the talent office of the city, district and county committees within 2 working days from the date of announcement, and the talent office of the city, district and county committees shall be responsible for explaining the reply. If the county needs to make corrections, it should be reported in writing to the talent office of the municipal party Committee for approval.

(two) the position and place of the examination. The talent office of the municipal party Committee will uniformly announce the positions and places of the examination before the qualification review. (3) qualification examination. From 9: 00 to 12: 00 the day before the examination and assessment time, the municipal, district and county talent offices will conduct qualification re-examination respectively. Candidates are required to provide a set of originals and photocopies of the 20 18 Application Form for Open Introduction of Professionals in Bazhong City, Sichuan Province and related supporting materials, and three bareheaded color photos with the same edition 1 inch.

Those who have not passed the qualification review cannot apply for other positions. Those who pass the examination post qualification review will immediately receive the admission ticket and enter the examination and assessment link. Candidates should take the exam at the time and place determined on the admission ticket. When taking the examination and assessment, you must bring your admission ticket and ID card at the same time (excluding expired ID cards and copies of ID cards). (4) Qualification examination runs through the whole process of talent introduction and management. The information submitted by the applicant and the relevant materials provided must be true and effective. Verb (abbreviation for verb) examination and evaluation

(1) interview. Any senior professional and technical personnel or doctoral students who meet the preliminary qualification of the same post shall be directly assessed by the employer by means of on-site defense such as face-to-face lectures. Then, depending on the vacancy situation, other candidates will be examined by written test or interview.

(2) written test. "The introduction target involves G-class personnel", "The employer requires business skill test" and "The number of qualified people in the first trial of the same post exceeds 5 times of the introduction plan", and those who pass the qualification review of the examination post need to take a written test. The written test takes the form of comprehensive quality test or business skill test.

(3) interview. The written examiners in the same position shall determine the interviewers according to the ratio of written test scores 1:3; If only B, C and D candidates apply for the same position (in line with the recruitment policy of direct assessment), and the number of qualified candidates in the preliminary examination does not exceed 5 times of the introduction plan, they will directly enter the interview. Interviews are conducted in the form of structured interviews.

(4) the total score of the candidates. The total score of candidates is calculated as 100, in which:

1. If a written test is not required, its total score = interview or interview result;

2. If a written test is required, the total score = interview score ×50%+ written test score ×50%.

Six, physical examination and inspection

(1) The candidates for medical examination shall be determined according to the total scores of candidates in the same position from high to low. If the number of people actually taking part in the interview in the same position is less than 3 times of the number of places for opening the examination, it is deemed that there is no competition, and the interview scores of candidates to be investigated shall not be lower than the minimum score of the assessment group where they belong (the average interview scores of all candidates who have formed competitive positions in the same assessment group but have not entered the first round of physical examination, the same below). In the same position, if the total score of the last medical examination candidate is the same, it will be determined according to the interview results from high to low. If the interview results are the same, it will be determined by the Municipal Talent Office.

(2) The physical examination items and standards are implemented in the second-level general hospital designated by the Municipal Talent Office with reference to the Notice of Ministry of Human Resources and Social Security, the National Health and Family Planning Commission and the National Civil Service Bureau on Revising Relevant Contents (Ministry of Human Resources and Social Security Fa [2065]140). Those who fail the initial physical examination can be re-examined in the designated secondary general hospital upon their own application, and the application for re-examination should be made within 1 day from the date of receiving the notification of the physical examination results. Those who fail to sign in at the designated place or attend the medical examination at the specified time are deemed to have given up automatically.

If the heart rate, vision, hearing, blood pressure and other items fail to meet the physical examination standards, re-examination will be arranged on the same day; If the items such as borderline heart murmur, pathological electrocardiogram, pathological murmur and frequent premature beats (confirmed by electrocardiogram) fail to meet the physical examination standards, a re-examination shall be arranged on the spot.

(3) Those who pass the physical examination enter the inspection link. The main purpose of the inspection is to further verify the files of qualified medical personnel, and further inspect the qualifications of candidates and the authenticity of relevant certification materials. Fully understand its realistic performance.

Vacancies caused by unqualified medical examinations and inspections. , you can fill in the same position according to the total score of candidates from high to low. The interview results of the candidates for the medical examination and inspection to be replenished shall not be lower than the minimum score of the assessment team. If the total score of the last candidate in the same position is the same, it will be determined according to the interview results from high to low. If the interview results are the same, it will be determined by the Municipal Talent Office.

(4) The medical expenses shall be borne by the applicant.

Seven. Publicity and introduction

According to the examination and physical examination of the applicants, a preliminary list of candidates to be introduced is formed according to the procedures. The preliminary candidates to be introduced will be publicized to the public for 7 working days. If there is no objection after publicity, the import formalities shall be handled according to the prescribed authority and procedures.

VIII. Treatment and Management

(1) Probation period and formal employment. The introduction of talents is subject to a one-year probation period. Those who pass the examination after the probation period, the legal representative of the employing unit shall sign an employment contract with them, establish personnel relations, organize the personnel department to conduct contract verification, and clarify the service mode, service period, post responsibilities, salary and liability for breach of contract, with a service period of not less than 5 years. The probation period is included in the service period.

(2) Military rank treatment and resettlement allowance. Full-time doctoral students, master students, undergraduates and junior college students who have passed the examination after the probation period and signed a formal employment contract can be employed to the staff positions of Grade 7, Grade 8, Grade 9 and 10 respectively according to the regulations, and can be treated at corresponding ranks. Doctoral and master students engaged in professional and technical work can be appointed to 10 and 12 professional and technical posts respectively according to regulations. The finance at the same level will give 6.5438+0.5 million yuan to the newly introduced full-time doctoral students, and 80,000 yuan to the second-highest professional talents and full-time master students.

(3) Managing services and incentives.
