The recruitment of non-commissioned officers shall be handled in accordance with the procedures of registration, physical examination, political examination, professional examination, approval of enlistment, signing of agreements, and handover of transportation. The conscription office at or above the county level shall be responsible for organizing the physical examination and political examination of the candidates, and the qualified candidates shall be examined and approved by the conscription office at or above the county level in conjunction with the school or relevant departments. Those who pass the physical examination, political examination and professional examination and approval shall be approved to serve in active service on the basis of comprehensive calculation, and sign the Agreement on Recruiting Non-commissioned Officers.
Non-commissioned officers are recruited from fresh graduates of ordinary colleges and universities, and their majors meet the needs of the army. Unmarried, male under 24 years old (as of July 3 of that year1). Political and physical conditions shall be handled in accordance with the relevant provisions on conscripts. Recruited graduates of ordinary colleges and universities, whose colleges and majors have carried out vocational skill appraisal, shall obtain the vocational qualification certificate issued by the state at or above the intermediate level.
