Chapter I General Provisions Article 1 In order to clarify the nature, purpose, organization and tasks of the pilot reform of life science research and personnel training in Tsinghua University and Peking University (hereinafter referred to as the "pilot reform"), determine the operating mechanism of the pilot reform, and ensure the smooth progress of the pilot reform, the Charter of the Pilot Reform of Life Science Research and Personnel Training in Tsinghua University and Peking University (hereinafter referred to as the "Charter") is formulated. Article 2 In order to strengthen the unified leadership and coordination of the reform pilot, and provide policy support, guidance and supervision, the Ministry of Education took the lead in setting up a leading group for the coordination of the reform pilot, and approved the establishment of the Tsinghua University-Peking University Life Science Joint Center (hereinafter referred to as the Life Center) as the executive body of the reform pilot; The two universities * * * set up a joint steering group for pilot reform construction (hereinafter referred to as the construction steering group), and respectively set up a pilot reform executive committee (hereinafter referred to as the executive committee) as the main body responsible for the pilot implementation. Article 3 The English name of Tsinghua University-Peking University Joint Life Science Center is Tsinghua University-Peking University Joint Life Science Center (TPCLS); It is listed as "Peking University-Tsinghua University Joint Center for Life Sciences" in Peking University, and its English name is Peking University-Tsinghua University Joint Center for Life Sciences (PTCLS).
Chapter II Objectives and Tasks Article 4 The purpose of the reform pilot is to implement the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) and the Outline of the National Medium-and Long-Term Science and Technology Development Plan (2006-2020); Accelerate the construction of world-class disciplines and universities in China; Promote the comprehensive reform and innovation of the system and mechanism combining scientific research with personnel training. Article 5 The main task of the pilot reform is to promote the cultivation of outstanding innovative talents in basic research of life sciences and build a world-class life sciences research and education center; Through the reform and innovation of system and mechanism, we will explore a new model of sustainable development for the reform of higher education, provide reference experience for the reform of science and technology system, and provide a model that can be popularized for gathering, using and cultivating talents.
Chapter III Organizational Structure and Management System Article 6 The organizational structure of the reform pilot includes the coordination leading group, the construction guiding group, the scientific advisory committee, the executive committee and the life center. The life center implements the director (person in charge) responsibility system, and has several independent scientific research laboratories and supporting departments. Article 7 Coordination Leading Group: It is the guiding and coordinating body of the reform pilot, and is responsible for the coordination and promotion, policy support, guidance and supervision of the reform pilot. After consultation with the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance and other relevant departments, it is suggested that the coordination leading group be composed as follows: leader: Minister of Education. Deputy Head: Deputy Ministers in charge of Ministry of Education, Ministry of Science and Technology and Ministry of Finance. Members: Tsinghua University and Peking University, in charge of principals and vice-principals, and leaders of relevant departments of Ministry of Education, Ministry of Science and Technology and Ministry of Finance. Article 8 The Steering Group for the Pilot Construction of Reform: the principals of the two universities serve as the group leader, the executive vice president and the competent vice president serve as the deputy heads, and the members include the heads of scientific research, finance, personnel and school management of the two universities. The main duties of the construction steering group are to coordinate the start of the reform pilot, the establishment of the organization and the examination and approval of the development plan of the reform pilot. Article 9 The Scientific Advisory Committee: composed of famous life scientists at home and abroad, provides academic advice and suggestions for the reform pilot, examines the research direction and development plan, and listens to the annual work report. Article 10 Reform Pilot Executive Committee: The presidents of the two universities serve as the directors of the Committee, the executive vice-presidents and the vice-presidents in charge serve as the deputy directors, and the members include the heads of school-run departments, disciplines, scientific research, personnel, graduate schools, educational administration, finance, international cooperation, laboratories and equipment, and other relevant functional departments and life colleges. The Executive Committee is responsible for implementing the instructions and work requirements of the coordination leading group and the construction steering group, solving various problems encountered in the reform process, and guiding the operation and management of the living center. Article 11 Life Center: Relying on the School of Life Sciences of the two universities, as a relatively independent interdisciplinary entity, it enjoys autonomy in scientific research, teaching, talent recruitment and assessment, including employment conditions and methods, remuneration and payment, assessment standards and methods, etc. Twelfth life center director term of five years, nominated by the construction steering group, the Ministry of education, the school appointment, and report to the coordination leading group for the record. During the initial construction of the reform pilot, the person in charge of the living center was nominated by the construction guidance group and hired by the two schools. Article 13 The main responsibilities of the director (person in charge) of the life center are: 1. Be fully responsible for the development planning, personnel appointment and operation management of the life center; 2. Plan the research direction and scale of the laboratory, set up supporting departments and staffing, openly recruit and appoint the Principal Investigator (PI); 3 put forward the annual work plan and financial budget plan of the reform pilot, and submit the annual work report and financial final report to the Executive Committee and the coordination leading group every year; 4. According to the articles of association, formulate the internal rules and regulations and management measures of the reform pilot, and organize the evaluation and assessment of relevant personnel. Fourteenth independent laboratories, laboratory leaders (PI) and support departments. 1. Independent laboratory is the basic unit of life center engaged in scientific research and postgraduate training; 2. The person in charge of the independent laboratory shall exercise its functions and powers according to the rules and regulations of the reform pilot, and bear corresponding responsibilities. 3. The Life Center employs full-time management personnel to be responsible for daily administrative affairs, and the Office of Life College provides necessary service support for the Life Center; 4. The scientific research platform (Biomedical Testing Center) provides technical support for scientific research and personnel training in the life center.
Chapter IV Appointment and Assessment of Personnel Article 15 The basic principles for the appointment of personnel in the reform pilot are "internationalization, socialization, competition and high efficiency". Members are divided into four categories: heads of independent laboratories (PI), laboratory assistant researchers, technical support personnel of public platforms and administrative service personnel. The life center adopts full-time contract system, and there are no fixed posts. All personnel, including PI, have signed fixed-term contracts with Life Center, which will be reviewed six months before the end of the employment period. Those who are qualified will continue to be employed, and those who are not qualified will be dismissed and lose the support of the life center (the employment relationship with the school will be determined by the affiliated college). Article 16 Employment of the person in charge of an independent laboratory. According to international standards, PI is openly selected in two schools. The applicant should be a career planner in the field of life sciences in two universities. After personal application, international review organized by the Academic Committee of Life Center and approval by the director (person in charge) of Life Center, he can be employed as the PI of Life Center. In principle, the reform pilot PI must have the world-leading academic level in this research field, which is equivalent to the level of assistant professor in the first-class research universities in the United States. Seventeenth independent laboratories implement PI responsibility system, and five years is a term of employment. The appointment criteria and assessment conditions for hiring assistant researchers in PI laboratories are determined by PI itself, and the related expenses are paid by PI from the basic research funds of its laboratories. PI's employment application shall be examined and approved by the director (person in charge) of the center. Article 18 The administrative service personnel and technical support personnel of the public platform * * * shall be selected by the life center according to the needs, and the renewal or dismissal shall be decided according to the annual assessment results. Article 19 Early dismissal and resignation. If PI fails to complete the task or perform its functions normally, the director (person in charge) of the Life Center decides to dismiss in advance after being reviewed by the international review team and approved by the Academic Committee of the Life Center, and notifies it three months in advance and reports it to the Executive Committee for filing. Before the end of the employment period, PI shall notify the director (person in charge) of the Life Center three months in advance and undertake the obligations stipulated in the contract. The dismissal of other employees or the resignation of other personnel shall be notified to the other party one month in advance.
Chapter V Duties and Treatment Article 20 All staff members of the Life Center (including career staff and non-career staff) shall conscientiously perform their duties in accordance with the requirements of the contract and accept the annual assessment and employment assessment organized by the Life Center. Twenty-first school career staff employed by the life center enjoy the existing wages, post subsidies and other welfare benefits provided by the school; The Life Center provides a certain amount of special subsidies, housing subsidies and performance rewards for the above-mentioned personnel according to their job responsibilities and work performance. The specific amount shall be decided by the director (person in charge) of the Life Center and specified in the contract. Twenty-second schools provide regular standard wages, living allowances and other welfare benefits for postdoctoral students in the life center; Provide living allowance for graduate students in accordance with state regulations. On this basis, the life center provides certain living allowances for the above-mentioned personnel. Provide some research start-up fees for outstanding postdoctoral students. Article 23 The living center shall provide wages, relevant welfare benefits and social security (medical treatment, work injury, retirement, accident insurance and housing accumulation fund) for employed non-staff personnel in accordance with the relevant regulations of the state and Beijing.
Chapter VI Evaluation Article 24 Academic evaluation includes the overall academic influence evaluation of life center and the evaluation of PI academic level. Life Center is a research entity focusing on basic research, and the main basis of academic evaluation is the quality and quantity of published papers and the comprehensive evaluation opinions of international evaluation experts. Twenty-fifth personnel training evaluation mainly examines the training ability of top-notch innovative talents, the quality of doctoral students, and the attractiveness of outstanding doctoral students at home and abroad to do postdoctoral research in the center. Article 26 The Ministry of Education, the Ministry of Science and Technology and the Ministry of Finance shall organize an international evaluation every five years to make an overall evaluation of the scientific research, personnel training and operation management of the life center. Twenty-seventh reform pilot executive committee to review the annual report of the life center, the annual assessment. The life center shall submit the annual report on the work of the life center in the previous year to the reform pilot executive Committee before March 15 every year. The Executive Committee will report the evaluation results to the coordination leading group for the record. Article 28 The person in charge of an independent laboratory shall submit this year's work summary and next year's work plan to the academic committee of the Life Center and the director (person in charge) of the Life Center every year. Article 29 The PI of an independent laboratory shall be evaluated once every five years. Six months before the end of the five-year employment period, PI shall submit the employment period report to the Academic Committee of Life Center and submit it to the international evaluation team for review. Where the scientific research level can not maintain the world leading level in this research field, a two-year buffer period will be given (the financial support will be gradually reduced). Those who still fail to reach the required level after two years will no longer serve as the reform pilot PI and will no longer enjoy any treatment of the reform pilot PI. Chapter VII Management of Funds and Assets Article 30 The funds of the Life Center mainly come from the special funds supported by the central government for the reform pilot, the self-raised funds of the school, and the competitive project funds of PI. Thirty-first life center financial management director (person in charge) responsibility system; According to the articles of association, formulate the financial management regulations of the reform pilot and the specific financial management measures of the life center; Prepare the annual budget according to the reform pilot program and plan, and rationally use all kinds of funds according to the budget. Thirty-second reform pilot assets belong to state-owned assets and shall be implemented in accordance with the relevant management regulations of the two universities.
Chapter VIII Supplementary Provisions Article 33 These Articles of Association shall be implemented after being reviewed and approved by the Construction Steering Group and reported to the Coordination Leading Group for the record. Article 34 The Executive Committee shall be responsible for the interpretation of these Articles of Association.
