Liaoning University was established in September 1958. The department is located in Chongshan West Road, Huanggu District, Shenyang (Dongbei University of Finance and Economics, former site of Shenyang Russian College), and the second part is located in Wade Street, Huanggu District (former site of shenyang normal College, now former site of Liaoning College of Traditional Chinese Medicine). There are 576 students1person and 658 teachers.

1In May, 958, the second meeting of the Eighth National Congress formulated the general line of "building socialism with all efforts, striving for the upper reaches, and building socialism quickly and economically". After the meeting, the climax of the "Great Leap Forward" in industrial and agricultural production was set off in urban and rural areas across the country. In order to adapt to this situation and establish a complete education system in Liaoning Province, the Liaoning Provincial Committee of the Communist Party of China decided in July to merge and form Liaoning University on the basis of Shenyang Normal University, Dongbei University of Finance and Economics and Shenyang Russian Institute, and set up a preparatory committee with He Songting, president of Dongbei University of Finance and Economics, as its chairman. After a month's intense work, by mid-August, all the preparations were ready, and the temporary Committee of Liaoning University was established, which was composed of members of the party committees of the original three universities. The Standing Committee is composed of Shao Kai, Liu Hanqing, He Songting, Tang Jingyang, Chen Fang, Su Sheng, Wang Chi, Zhao Lianshun and Gao Yucheng. At the first temporary party committee meeting held on August 15, Liaoning University was announced to be established. The leaders of the temporary school announced: Shao Kai, first secretary of the party committee, Liu Hanqing, president, He Songting, Su Sheng, vice president.
