What is a private university? What is the difference between it and other universities?
Private colleges and universities refer to institutions of higher learning and other educational institutions organized by enterprises, institutions, social organizations, other social organizations and individual citizens with non-state financial education funds. Their school-running level is divided into junior college and undergraduate course. The tuition fees of private universities are three to four times that of public universities.

The state encourages social forces to establish educational institutions that implement compulsory education as a supplement to the implementation of compulsory education by the state. The state strictly controls social forces to establish institutions of higher learning. The state implements a school-running license system for schools run by social forces.

Education administrative departments at all levels shall, in accordance with the prescribed examination and approval authority, issue school licenses to approved educational institutions.

At present, the main differences between private universities and public universities (state-owned universities) are:

Because of the above reasons, since 1990s, public and private secondary colleges have been popularized in coastal areas, taking public universities as the guidance, introducing private capital, and combining the official background of the former with the free operation of the latter. After 2003, public and private secondary colleges began to be restructured into independent colleges.

At present, private universities in China have the following forms:

1. Private institutions of higher education: approved by the Ministry of Education, these institutions are qualified to directly issue junior college and undergraduate diplomas. Recruit some professional students in the plan, and be admitted by the admissions department of the province and city where the school is located.

Students participating in the unified recruitment must meet the prescribed admission scores, enjoy equal recognition of academic qualifications, and enjoy the same treatment as public ordinary and adult colleges. When students graduate, their school will issue a diploma (the same as the public diploma), and the state will recognize their academic qualifications.

2. Higher education diploma examination institutions: Students in such schools are enrolled by the school independently for the society. When students graduate, the State Education Commission, the provincial and municipal higher education self-study examination committees and diploma examination schools jointly examine and seal them, and issue diplomas. The academic qualifications are recognized by the state.
