Changde accent is similar to Hubei accent. There are some mistakes in asking this question. Hubei and Hunan provinces have similar accents in many places, but Hubei accent is not an accent at all, and cities in Hunan province are not an accent either. Here are some examples:

Hunan Changde accent is similar to Hubei Jingzhou accent. Geographically, Tianjin is adjacent to Shishou and Gongan, which is related to population migration in different periods in history. Therefore, the administrative regions of Mingming Province in Hubei and Hunan are different.
