1933, the Kuomintang Central Committee promulgated the Law on Normal Schools and the Regulations on Normal Schools, requiring all provinces to delimit normal areas and set up a normal school in each area. The authorities of the Education Department of Zhejiang Province "feel that there is a shortage of teachers and backward education in southern Zhejiang, and it is planned to establish an independent school in southern Zhejiang, but it has not been realized for a while because of the shortage of provincial libraries".
At that time, Mr. Huang Xiangchu, a famous patriotic thinker in modern Wenzhou, was doing business in Shanghai. After hearing the news, he donated the private school building of Zhenglou Primary School (estimated at about 3 1900 silver) to the province and founded Wenzhou Normal School in Zhejiang Province.
