Heihe University is the only ordinary undergraduate college approved by the Ministry of Education on the border of more than 4,000 kilometers between China and Russia. 1997 With the consent of the Heilongjiang provincial government and the approval of the provincial education department, the former Qiqihar Teachers College Heihe Branch (Heihe Teachers College), Heihe Education College, Heihe Teachers College and Heihe Radio and TV University merged to form the Heihe Branch of Qiqihar University. In 2004, it was approved by the Ministry of Education as an ordinary undergraduate college, Heihe University. Heihe City, where the College is located, is located on the beautiful Heilongjiang River in the northeastern border. There is a world-famous geological park Wudalianchi Volcano Scenic Area in the south, bounded by the main waterway center of Heilongjiang in the north, and across the river from Blagoveshchensk, the capital of Amur State, the third largest city in the Russian Far East.
