Second, qualifications.
In addition to the qualifications stipulated in the Regulations on the Employment of Civil Servants, the following conditions shall also be met:

6. Have other qualifications required by the transferring unit.
Students who have received criminal punishment or various punishments for violating the law and discipline, or who are explicitly prohibited from being employed as civil servants by the Civil Service Law and other relevant laws, regulations, rules and policies, are not allowed to apply for the exam.

The written test will be held in Hangzhou, Ningbo, Wenzhou and Jinhua, Zhejiang Province. Candidates should choose the written test area when registering.

Candidates can change their positions and registration information before the preliminary qualification examination.
Candidates who have passed the preliminary qualification examination cannot change their positions and registration information; Candidates who have not passed the preliminary qualification examination may change to other positions within the prescribed registration time. After the written examination, the qualified scores are divided into provincial and municipal organs and county and township organs.
Above the qualified score line, according to the written test results from high to low, the provincial authorities will determine the shortlisted interview candidates according to the ratio of 1: 5, and the organs below the municipal level will determine the shortlisted interview candidates according to the ratio of 1: 3; If the proportion is lower than the prescribed proportion, the shortlisted interview candidates shall be determined according to the actual number of qualified scores or above; If the written test scores of the last candidate are tied within the specified proportion, it is determined to be a shortlisted interview candidate.
The written test results are only used as the basis for the candidates to be shortlisted for the interview at the interview stage, and the candidates to be selected will be given priority when the results of the last candidate are tied within the specified proportion. They will not be brought into the interview, nor will they add the total score to the interview results.

5. Interview. At 8: 30 am on February 30, 2022, an interview was conducted at the location of the provincial transfer unit and the location of the municipal government. The interview score is 100, and the qualified score is 75. Candidates who fail to reach the qualified score in the interview will not enter the follow-up link of selection. Before the interview, the transfer-in unit will examine the qualifications of the shortlisted candidates for the interview. If the qualification review is unqualified, the interview qualification will be cancelled.
Apply for the people's police jobs, should be in accordance with the provisions of physical fitness test. If the professional test has been clearly required in the transfer-in plan, the transfer-in unit will organize the professional test in the interview stage.
The time, place, materials to be submitted and relevant matters needing attention for participating in qualification review, physical fitness test and professional test shall be notified separately by the transferring unit.
Candidates who are shortlisted for the interview must give up their interview qualifications in writing 48 hours before the interview begins. The resulting vacancies and related job transfer positions can be filled in the order from high to low according to the written test scores above the written test scores. Vacancies caused by unqualified candidates' qualification review will not be filled.

6. Preliminary selection. After the interview, the candidates to be hired are determined according to the method of "first round ranking and second round double selection".
First-round ranking: if the interview scores are above, the candidates will be ranked from high to low, and the candidates to be transferred will be determined according to the proportion of the number of positions to be transferred: 1: 1. If the interview results of the last candidate in the specified proportion are tied, the candidate with higher written test scores will be given priority as the candidate to be selected; Can also be based on job vacancies and talent demand, determine the transfer-in unit as the candidate to be transferred.
Two rounds of double election: provincial and municipal authorities and 28 counties adopt the methods of "sequential supplement" and "two-way consultation" to select the best candidates. "Supplementing in turn" refers to the provincial organs that routinely select and transfer, five municipal organs in Hangzhou, Ningbo, Quzhou, Zhoushan and Lishui, provincial and municipal organs that are in short supply of professional selection and transfer, and 28 counties.
According to the vacancy and talent demand, among the candidates who have passed the interview for the same selected position but have not been confirmed as the candidates to be selected in the first round, the candidates to be selected can be determined according to the interview results from high to low.
"Two-way negotiation" means: ① Candidates who have passed the job interview of provincial and municipal authorities but have not been ranked or confirmed as candidates to be transferred in the first round may participate in two-way negotiation with municipal authorities in Wenzhou, Jiaxing, Huzhou, Shaoxing, Jinhua, Quzhou, Zhoushan, Taizhou and Lishui, but may not participate in two-way negotiation with the original city.
(2) Hangzhou, Wenzhou, Jinhua, Quzhou, Zhoushan, Taizhou and Lishui adopt the method of "selecting counties by cities" and select outstanding graduates for island counties in mountainous areas under their jurisdiction through two-way consultation. The above qualified candidates can participate in two-way negotiations in any of the above cities. Eligible candidates can only fill in 1 two-way negotiation.

7. Physical examination and examination. The specific time and place of physical examination and inspection shall be notified separately by the transferred unit. Candidates who do not attend the medical examination at the specified time and place are deemed to have automatically waived their qualification for adjustment; Candidates who resort to deceit or conceal the real situation in the physical examination, resulting in distorted results, will be disqualified.
If the candidates to be transferred determined in the first round of sorting fail to pass the physical examination or give up the transfer, the transfer unit can select qualified candidates in the same position from high to low; Candidates who intend to participate in the second round of double elections will not be replaced if they fail to pass the medical examination or give up being selected.
8. Publicity and employment. The publicity list of candidates to be transferred shall be publicized in relevant universities, and the publicity period shall be 5 working days. After the expiration of the publicity period, if it is verified that there is no adverse reaction or does not affect the recruitment of civil servants, the transferred unit and the candidate to be transferred will sign an employment agreement for college graduates, stipulating that they will not be transferred to work outside Zhejiang Province within five years (except for the open selection carried out by the Central Organization Department).
Those who reflect the problems affecting the recruitment of civil servants and find evidence, or those who cannot be found before May 3, 2023/KLOC-0, will not be employed. After the transferred candidates have obtained the corresponding academic degree certificates as scheduled, they will go through the recruitment procedures for civil servants; Those who fail to obtain the corresponding academic degree certificate as scheduled and do not meet the conditions for relaxing the admission period will not be hired.
Four. Related matters
