1. The plan of college students' voluntary service in the west is organized and implemented by the Central Committee of the Communist Youth League and the Ministry of Education according to the requirements of the the State Council executive meeting, the notice of the General Office of the State Council on doing a good job in the employment of college graduates in 2003 and the spirit of the 2003 national video conference on the employment of college graduates. The Ministry of Finance and Ministry of Human Resources and Social Security provided relevant policies and financial support.
2. The "Three Supports and One Support Plan" is the abbreviation of Ministry of Human Resources and Social Security, which is organized by the Central Organization Department, the Ministry of Education, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Health, the Poverty Alleviation Office and the Central Committee of the Communist Youth League to organize college graduates to engage in teaching, supporting agriculture, supporting medicine and helping the poor in rural areas.
3. The special post plan for school teachers in rural compulsory education stage refers to the establishment of special posts within the existing teacher establishment without changing the management right of teachers, and the state openly recruits college graduates as special post teachers for a period of three years. After the expiration of the employment period, special post teachers can be transferred to local public teachers according to regulations, and those who re-choose their jobs can enjoy relevant national employment preferential policies.
National preferential policies for grass-roots projects:
(1) Improve the way to further tilt the salary to the grassroots level, improve the service guarantee mechanism for college graduates to work at the grassroots level, and encourage graduates to work in towns and villages, especially in difficult township institutions.
(II) For college graduates who are employed in grass-roots units below the county level in the central and western regions, hard and remote areas and old industrial bases, tuition compensation and national student loan compensation shall be given according to regulations (the maximum for undergraduates is 8,000 yuan per year, and the maximum for postgraduates is12,000 yuan per year).
(3) In combination with the government's promotion of purchasing services, we will purchase a number of public management and social service posts at the grassroots level, especially in streets (towns) and communities (villages), and give priority to the employment of college graduates.
(IV) Implement and improve the trainee subsidy policy, appropriately raise the trainee subsidy standard for trainee units whose retention rate reaches more than 50% upon the expiration of the trainee period, and allow the employment trainee subsidy to be used for the trainee units to handle the trainee personal accident insurance and the trainee guidance and management expenses.
(5) Adjust the job-seeking subsidy to the job-seeking and entrepreneurship subsidy, and expand the scope of the target to college graduates who have obtained national student loans, as well as college graduates from poor families with disabled people, college graduates from poor families with established files, and college graduates from extremely poor people.
(6) Grassroots organizations in hard and remote areas can appropriately relax academic qualifications, majors and other conditions, reduce the proportion of examinations, and set up a certain number of positions for college graduates with household registration or long-term residence in this city or county.
