The second-level departments (colleges) of colleges and universities should establish league organizations, which are generally called "sub-league committees" or "league general branches", such as "league general branches of the University Conservatory of Music".

This has formed a very interesting phenomenon, that is, the post of "Secretary-General" is not seen in the list of the presidium, and the order on the list is: Chairman, Deputy Secretary-General and Vice-Chairman.
