This is required by the National Language Law, but it is not enforced. Nowadays, many enterprises have requirements of Putonghua when recruiting. One of the hard conditions for the teacher qualification examination is that Putonghua should reach Grade 2 or above. In many places, civil servants also have the requirement of Putonghua reaching Grade 3 or above, and the cost is much higher than that of colleges and universities. It is much cheaper for college students to take the Putonghua exam at school than to take it again in the society, and it is easy to register. Many colleges and universities regard Putonghua test as one of the compulsory items.
