Can art students change departments? Or a double degree?
Art students can't change any major. Art students belong to art candidates, and other majors belong to non-art candidates. You can't change your major without a major.

In recent years, the Department of College Students of the Ministry of Education clearly emphasized in the Notice on Doing a Good Job in the Enrollment of Art Majors in Ordinary Colleges and Universities that candidates admitted according to the enrollment method of art majors may not be transferred to other majors after admission. In other words, if you are admitted to an art major as an art student at the time of admission, then you cannot transfer to a non-art major.

According to the regulations of the Ministry of Education, art majors cannot be transferred to non-professional majors after being admitted to colleges and universities. Recently, the Ministry of Education issued the Notice on Doing a Good Job in the Enrollment of Art Majors in Colleges and Universities in 2009. The notice clearly stipulates that art majors admitted according to the enrollment method of art majors may not be transferred to non-art majors after enrollment.

The notice stressed that the determination of art enrollment majors in enrollment schools must be carried out in strict accordance with the relevant requirements stipulated by the Ministry of Education. Non-art majors may not recruit candidates in accordance with the enrollment methods for art majors. Candidates of art majors admitted according to the enrollment method of art majors may not be transferred to non-art majors after admission.
