It is a glorious task entrusted to the Communist Youth League by the Party to recommend outstanding youth activists to join the Party, and it is also the need for the Communist Youth League to strengthen its own construction. In order to do a good job in joining the Communist Youth League, combined with the actual party building work of the Communist Youth League members and students in our college, according to the Articles of Association of China * * * Production Party and the Notice on Promoting the Communist Youth League members to join the Party in the second semester of the 20021-2022 academic year of Ningbo University, the work arrangements for this * * * Communist Youth League members are as follows:

First, the requirements for party member to join the Party.

(1) Basic requirements: having a league age of over 1 year, submitting an application in 18 years, and submitting an application for joining the Party for more than 6 months in principle; Maintain a high degree of consistency with the party organization politically, ideologically and in action, and resolutely implement the decisions of schools and hospitals; No violation of school rules and regulations, no administrative punishment by schools and colleges, informed criticism and other bad records; No religious beliefs.

(2) Learning requirements: study hard, don't be late, don't leave early, don't skip classes, actively participate in various academic activities, and get good grades. The details are as follows:

1. The academic performance of first-year undergraduates ranks in the top 50% of majors or grades, and there is no failure in compulsory subjects;

2. Senior Yangming Innovation Class students require that their academic performance rank in the top 40% of majors or grades, and there is no failure in compulsory subjects;

(3) Non-academic requirements

1. Actively participate in the collective activities of the Youth League branch or class, safeguard the collective interests, and have high prestige among the students;

2. Actively participate in voluntary services organized by schools and colleges. The service time for first-year undergraduate students should reach 15 hours or more, and the service time for senior Yangming innovative class students should reach 48 hours or more, even on the blood donation card;

3. Actively participate in innovation, entrepreneurship and cultural and sports activities organized by schools and colleges, and get priority recommendation for innovation credits or quality credits;

4. Actively participate in dormitory civilization construction and public welfare labor, and the monthly assessment of dormitory hygiene in the first semester of the 20021-2022 school year was not unqualified;

5. Non-academic factors reach 3 "excellent" or "excellent" or above, and those who receive scholarships at or above the school level are preferred;

6. If you are a student official, you are practical and positive, pass the exam, have a strong sense of responsibility and collectivism, and have a good mass base;

7. Those who have participated in epidemic prevention-related volunteer service during the winter vacation can issue a certificate by their unit, which can be calculated according to the specific time in the certificate as the basis for the members to recommend joining the party.

(4) Special instructions for other requirements: under the condition of meeting the above conditions, students with outstanding work and service and high recognition from classmates are given priority, and students who have made outstanding contributions to colleges or schools are given priority. Excellent in moral character, social practice, social welfare and academic research. , win outstanding honors for the school, make outstanding contributions to the society or the school, and the conditions can be appropriately relaxed.

Second, party member's procedures for joining the Party.

The work of promoting league members to join the party is carried out under the guidance of the League branch and the superior League Committee.

(a) to determine the recommended places

1. The promotion ratio of each league branch shall not exceed 15% of the number of members, and less than one person shall be counted as one person;

2.2021-The top ten classes of "Sunshine Class" or "Elegant Youth League Branch" and the excellent organization class of "Youth University" in the first semester of the 2022 school year can be promoted by one person, with a maximum of two people;

3. The Youth League branch committee is planning to recommend candidates, and the Youth League branch can determine the candidates to be recommended in the form of self-recommendation by members and organization recommendation;

4. The secretary of the Communist Youth League branch has a heart-to-heart talk with the candidates to understand the political performance, academic performance and social experience of the members, and the official candidates are determined after the preliminary examination of the Party branch with my consent, and publicized within the Communist Youth League branch;

(two) held a general meeting of members of the League branch.

1. Count the participants. The number of voting members participating in the Youth League branch's recommendation meeting must exceed1/2 of the total number of Youth League branch members;

2. The Youth League Committee introduces candidates who meet the conditions of "pushing for Excellence";

3. Candidates make self-comments. According to the standard of "pushing the best", the candidates make self-comments from the aspects of ideology, politics, moral conduct, role-playing and discipline enforcement, focusing on the motivation of joining the party. Self-criticism should seek truth from facts and clearly point out its own advantages and disadvantages;

4. Conduct democratic appraisal. Participants conducted democratic appraisal by secret ballot in the principle of fairness, justice and openness, and more than half of the candidates who should have the right to vote at the meeting entered the inspection session;

5. The Youth League branch committee inspects and investigates the selected candidates, not only by voting, but also by combining with the usual situation, puts forward organizational opinions, determines the final recommendation object, and forms written materials.

(three) to conduct a comprehensive inspection of the recommended objects.

Before June 26th, 1.3, all youth league branches submitted written materials such as Minutes of Meeting for Promoting Youth League Organizations to Join the Party (electronic version, one for each youth league branch), Statistical Table of the Number of Youth League Organizations Joining the Party (electronic version, one for each youth league branch), and Audit Form for Promoting Youth League Organizations to Join the Party (electronic version, one for each recommended person) to the Organization Department of the Youth League Committee of the College for review.

2. From March 27th to 29th, the College Youth League Committee conducted a preliminary review of the materials submitted by the Youth League branch, and returned the wrong materials to the Youth League branch for revision and finalization.

3. Before 3/3 1, each Youth League branch will submit the finalized electronic and paper materials to the class counselor.

(four) the superior organization audit

In the first ten days of April, the superior organizations organized the review of materials and organized publicity. After five working days of publicity, they handed over the materials such as the "Audit Form for Promoting League Organizations to Join the Party" finally recommended by the League branches to the Party branch of the College for inspection. If there is any objection during the publicity period, it can be reflected to the superior organization. Each proposal is valid for 2 years.

Third, the job requirements

1.*** Promoting youth league members to join the Party is the basic work for the development of party member, and the quality is strictly controlled according to the principle of "recommending one when mature".

2. The activists established after the members of * * * were recommended to join the Party shall be subject to dynamic management and inspected once every six months. Every semester, the Party branch will conduct democratic appraisal of activists, listen to the opinions of the masses inside and outside the party, and remove the activists with poor performance.

3. The Communist Youth League Secretary should make a dynamic record of the activists joining the Party in the "Development Incentive" module of the "Smart Youth League Building" system.
