Bohai university, referred to as Boda for short, is located in Jinzhou City, Liaoning Province, a famous historical and cultural city on the coast of Bohai Sea. It is a comprehensive university organized by Liaoning Provincial People's Government. Jinzhou Normal University and Liaoning Business School merged on April 5, 2000, and the school was tentatively named Jinzhou Normal University. In April 2003, Jinzhou Teachers College was renamed bohai university.

The school has more than 300 full-time teachers/kloc-0, including nearly 200 professors and nearly 500 doctors. Full-time teachers include academicians of China Academy of Engineering, winners of the National Science Fund for Distinguished Young Scholars, millions of national talents, national outstanding teachers, outstanding talents support program of the Ministry of Education, climbing scholars in Liaoning Province, and outstanding experts in distinguished professor and Liaoning Province.

Nearly 100 people were selected from Liaoning Outstanding Talents Support Program, Liaoning Academician Reserve Candidate Training Project, Liaoning Million Talents Project, Thousand Talents Program, provincial outstanding scientific and technological talents, provincial teaching masters, provincial professional leaders and provincial outstanding teachers.
