Excellent entrepreneurial projects will be funded after application and evaluation. 3. Admission to the park is free of 30 square meters for 3 years.
For projects where young college students start businesses in Nanjing and settle in the Pioneer Park, they can provide free venues or rent subsidies with a maximum of 30 square meters and a maximum period of three years, and the counties (development zones) where college students start businesses are responsible for paying taxes. Priority is given to public rental housing for young college students who start businesses in Ning.
Interpretation: The purpose is to reduce the entrepreneurial cost of young college students and reduce their burden of renting space. At the same time, it solves the problem that there is no self-owned housing when starting a business in Ning.
Foreign college students can also get guaranteed discount loans.
Young college students who start their own businesses in Nanjing can apply for small secured loans and interest subsidies for their entrepreneurial projects if the assessment is feasible. Engaged in self-employed and partnership entrepreneurship, can apply for small secured loans of 654.38+10,000 yuan and 500,000 yuan respectively; Low-profit projects are fully subsidized by the government, and non-low-profit projects are subsidized by 50%.
Young college students are encouraged to strive for special fund support and social venture investment with entrepreneurial projects as a platform, and provide free supporting (the maximum amount of funds or financing for a single entrepreneurial project can reach 10%) to help young entrepreneurial college students reduce financing risks.
Enterprises founded by young college students can apply for a commercial discount loan of up to 2 million yuan if the number of unemployed people and college graduates in Nanjing reaches more than 30% of the total number of employees, and they sign labor contracts and pay social insurance according to law. The financial department will give a discount at 50% of the benchmark loan interest rate for up to two years.
Interpretation: This article is the current entrepreneurial policy for college students, but it is extended to all college students in Nanjing. Mainly to encourage entrepreneurial young college students to use entrepreneurial projects as a platform to win financial support from all walks of life through multiple channels and in a wide range, so as to reduce financing risks. 5 "Self-employed" reduced business tax by 24,000 yuan in three years.
Self-employed young college students who apply for registration of individual industrial and commercial households in Nanjing will be exempted from administrative fees such as registration, management and license within three years from the date of first registration in the industrial and commercial department; Those who bid for small and medium-sized enterprises with a registered capital of less than 654.38+10,000 yuan will be exempted from the registration fee for enterprise establishment.
Business service enterprises founded by young college students independently (except for restricted industries), in the newly-added posts, if they recruit people with employment and unemployment registration certificates in the same year, sign labor contracts with them for more than 1 year and pay social insurance premiums according to law, business tax, urban maintenance and construction tax, education surcharge and enterprise income tax will be deducted in turn according to the preferential amount of 4,800 yuan per person per year within three years.
For college graduates who are engaged in self-employment (except restricted industries) within the graduation year, according to the limit of 8,000 yuan per household per year, the actual business tax, urban maintenance and construction tax, education surcharge and personal income tax will be deducted in turn within three years.
Interpretation: The policy is to encourage college students to start businesses in various forms. Even the "self-employed" can reduce the business tax by 24,000 yuan for three years.
6. One-time reward of 4,000 yuan to promote the employment of 2 people.
In terms of encouraging entrepreneurship to promote employment, young college students who pay taxes on entrepreneurship for more than 1 year and promote employment for more than two people will be given a one-time reward of 4,000 yuan. Entrepreneurial enterprises will be given a one-time employment reward 1.500 yuan/person if they absorb unemployed people or people with employment difficulties in this city within three years, sign labor contracts with a term of more than one year and pay social insurance premiums according to law. Social insurance and post subsidies for up to 3 years shall be given to those who set up enterprises to absorb employment difficulties.
Interpretation: This incentive policy is an extension of Nanjing's expiration policy.
Entrepreneurship guidance stations and training students are subsidized.
Encourage colleges and universities in Nanjing to set up college students' entrepreneurship guidance stations in combination with the construction of college students' pioneer parks. If the construction of the guidance station meets the requirements of the city, each college student will be given a one-time subsidy of 5-65438+ 10,000 yuan. Implement the entrepreneurial tutorial system for college students, and help college students improve their entrepreneurial practice ability through various forms such as "entrepreneurial tutors entering the campus", "one-on-one" entrepreneurial guidance and follow-up services.
To carry out youth entrepreneurship training, young college students in Ning who have passed the training of social training institutions with entrepreneurship training qualifications and passed public bidding can declare entrepreneurship training subsidies according to regulations. Graduates of Nanjing Household Registration University who participate in entrepreneurship training at designated training bases are given a living allowance of 60% of the minimum wage.
Interpretation: Through government subsidies for training funds, more young college students are allowed to participate in entrepreneurship training and improve their entrepreneurial ability. At the same time, college students with Nanjing household registration will be given a certain living allowance during the entrepreneurship training.
