On October 24th, 2065438+05, 2065438+05/KLOC-0, the State Council issued the Overall Plan for Promoting the Construction of World-class Universities and First-class Subjects in an All-round Way, which requires that in accordance with the "four comprehensive" strategic layout and the decision-making arrangements of the CPC Central Committee and the State Council, China's characteristics and world-class should be taken as the core, Lide Shu Ren as the foundation, innovation-driven development strategy should be supported, and economic and social development should be oriented.

2065438+20071October 27th, the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission jointly issued the Notice on the Implementation Measures for Promoting the Construction of World-class Universities and First-class Subjects as a Whole (Provisional). It is required to adhere to the discipline-oriented, support the construction of about 100 disciplines, and strive to build a peak in the discipline field. Support a number of disciplines close to or reaching the advanced level in the world, strengthen the construction of disciplines related to national security and major interests, encourage emerging disciplines and interdisciplinary disciplines, lay out a number of disciplines urgently needed by the state to support industrial transformation and upgrading and regional development, actively build a philosophy and social science system with China characteristics, China style and China style, focus on solving major strategic economic and social issues, and enhance the country's independent innovation capability and core competitiveness. Strengthen the performance evaluation of discipline construction and lead colleges and universities to improve their running level and comprehensive strength. The overall goal of "double first-class" construction

Focusing on the national strategic goal of "two hundred years", the overall promotion of the construction of first-class universities and first-class disciplines will be divided into three steps:

10 key tasks of "double first-class" construction

Focusing on the core requirements of "China features, world-class", the master plan has arranged 10 key tasks from two aspects: construction and reform.

Five construction tasks

Building a first-class teaching team. Strengthen the support and leading role of high-level talents, speed up the training and introduction of a number of first-class scientists, leading figures in disciplines and innovative teams, and cultivate and bring up an excellent team of teachers.

Cultivate top-notch innovative talents. Highlight the core position of talent training, and strive to cultivate all kinds of innovative, applied and compound talents with national mission and social responsibility, innovative spirit and practical ability.

Improve the level of scientific research. Guided by the country's major needs, we will improve the high-level scientific research ability, focus on improving the ability to solve major problems and original innovation, and promote the innovation of scientific research organization model. Create a new university think tank with China characteristics and world influence.

Inheritance and innovation of excellent culture. Strengthen the construction of university culture, integrate socialist core values into the whole process of education and teaching, and give full play to the educational role of Chinese excellent traditional culture.

Focus on promoting the transformation of results. Deepen the integration of production and education, focus on improving the contribution rate of colleges and universities to industrial transformation and upgrading, promote the transformation of major scientific innovations and key technological breakthroughs into advanced productive forces, and enhance the driving force of innovative resources in colleges and universities for economic and social development.

Five reform tasks

Strengthen and improve the Party's leadership over colleges and universities. Adhere to and improve the principal responsibility system under the leadership of the Party Committee, firmly grasp the leadership of ideological work in colleges and universities, and comprehensively promote the party building work in colleges and universities.

Improve the internal governance structure. Accelerate the formation of a perfect, standardized and unified system guided by the articles of association, strengthen the construction of academic organizations, and improve democratic management and supervision.

Achieve breakthroughs in key links. Accelerate the reform of personnel system, personnel training mode, scientific research system and mechanism, and resource collection mechanism.
