According to the information of Hunan Rural Revitalization Bureau, the special plan for colleges and universities is undertaken by universities directly under the Ministry of Education and other pilot universities that originally started independent enrollment. The universities directly under the Ministry of Education in Hunan Province are Hunan University and Central South University, and other pilot universities in Hunan Province refer to Hunan Normal University, so the national special plan enrollment schools in Hunan Province include Hunan University, Central South University and Hunan Normal University.

The national special plan is a poverty alleviation plan in which the enrollment schools are universities affiliated to the central government and key universities affiliated to various provinces (autonomous regions and municipalities), and the enrollment is oriented to concentrated contiguous counties with special difficulties, national key poverty alleviation and development counties and four southern Xinjiang States. National special plan, university special plan and local special plan belong to the three major plans of college entrance examination.
