I. Vocational training subsidies.

(a) employment skills training subsidies. Six categories of personnel participate in employment skills training, independently choose training institutions established according to law, obtain vocational qualification certificates (or special vocational ability certificates or training certificates, the same below) after training, cash training subsidies according to the employment skills training job catalogue and subsidy standards, and adjust the job catalogue and subsidy standards in real time according to the actual training in provinces and cities. The public * * * vocational training base provides free skills training for the employment assistance targets, and gives training subsidies to the public * * * vocational training base according to the number of trainees and the standards specified in the Employment Skills Training Posts Catalogue. Employment assistance objects participate in skills training free of charge in public vocational training bases, and give employment assistance objects a certain living allowance.

(2) Pre-job skills training subsidies for new employees. Enterprises that have signed the labor contract 12 months or more shall organize job skills training within 6 months after the signing of the labor contract, and give a one-time training subsidy according to each person's 800 yuan after passing the training assessment.

(3) Training subsidies for enterprise employees' skills upgrading. Enterprises organize on-the-job workers to carry out skills upgrading training, and give enterprises corresponding one-time training subsidies according to the number of vocational qualification certificates of intermediate workers, senior workers, technicians and senior technicians obtained after training. Enterprise employees who take part in training in their spare time and obtain vocational skill level certificates of senior workers, technicians and senior technicians may apply for corresponding training subsidies according to policies.

(four) directional and order employment skills training subsidies. Vocational colleges, technical colleges and other educational and training institutions sign training and employment cooperation agreements with enterprises to carry out targeted and order-based employment skills training. According to the actual employment number of trainees trained by the cooperative enterprise, the education and training institution may give a one-time training subsidy per person 100 yuan.

(five) the shortage of professional (jobs) employment subsidies in the province. Vocational colleges, technical colleges and enterprises in the province carry out targeted training of skilled professionals in short supply occupations (jobs). If a student signs a fixed-term labor contract with a training enterprise for more than 6 months after graduation and pays social insurance according to law to achieve stable employment, the employment subsidy fund will give the student a one-time employment subsidy of 3,000 yuan.

Second, entrepreneurship training subsidies. Eligible training institutions (training bases) can apply for entrepreneurship training subsidies for all kinds of urban and rural workers and college students (including college students who dropped out of school to start businesses) who are within the legal working age one year before graduation, have entrepreneurial will and entrepreneurial training needs, and dare to participate in entrepreneurial practice. The subsidy standards are entrepreneurship awareness training 1.000 yuan/person, entrepreneurship training 1.000 yuan/person, simulated entrepreneurship training (online entrepreneurship training) 1.300 yuan/person, upgraded enterprise training 1.300 yuan/person, and entrepreneurship base training 800 yuan/person. Each worker can only enjoy the same kind of training subsidy once (starting enterprise training, business simulation training and online business training is a gradual stage, and training subsidies cannot be enjoyed repeatedly).

Social insurance subsidies for college graduates. For small and micro enterprises that employ college graduates in the graduation year and sign labor contracts with them for more than 1 year and pay social insurance premiums for them, they shall be subsidized according to the five social insurance premiums actually paid for college graduates (excluding the part that college graduates should pay personally), and the subsidy period shall not exceed 12 months. College graduates who have not been employed within two years of leaving school, who are flexible in employment and pay social insurance premiums in their personal capacity, may apply for employee pension insurance subsidies and employee medical insurance subsidies according to the prescribed standards. The subsidy period shall not exceed 24 months. The standard is to give employees a monthly pension insurance subsidy of 350 yuan and 100 yuan, and the pension insurance subsidy for employees who enjoy the minimum living guarantee will be raised to 450 yuan per person per month.

Fourth, employment trainee subsidies. The range of people who enjoy the employment internship subsidy is 16-24 years old unemployed youth, college graduates who have not been employed within two years after leaving school, and college graduates who participated in employment internship for 3- 12 months before graduation. The trainee base recognized by the human and social department absorbs qualified personnel to participate in employment internship for 3- 12 months, and the trainee unit issues basic living allowance to the trainee on a monthly basis, with the subsidy standard of not less than 2,000 yuan per person per month (including: the employment subsidy fund is subsidized by the trainee unit according to the standard of 1.400 yuan per person per month). According to the number of employment trainees, the employment trainee unit will be given a one-time employment trainee guidance fee according to 200 yuan/person. The number of trainees in the trainee base accounts for more than 50% of the number of trainees in that year. Those who have signed a labor contract 12 months or more and paid social insurance will be given a one-time reward according to the number of trainees.

5. Other subsidies. Key employment and entrepreneurship support projects such as subsidies for graduates of grass-roots colleges and universities (including social insurance subsidies), employment poverty alleviation projects, resettlement of workers with excess capacity, "starting a business in Jianghuai" action plan, and youth pioneer parks.

If an employer recruits people with employment difficulties and pays social insurance premiums, it shall give subsidies according to the five social insurance premiums actually paid (excluding the part that individuals with employment difficulties should pay). Persons with employment difficulties who are flexible in employment and pay social insurance premiums in their personal capacity may apply for employee pension insurance subsidies and employee medical insurance subsidies according to regulations. The standard is to give 350 yuan employees' pension insurance subsidies and 100 yuan employees' medical insurance subsidies per month, and the pension insurance subsidies for employees who enjoy the minimum living guarantee will be raised to 450 yuan per month. The period of social insurance subsidies for people with employment difficulties can be extended to retirement except that the people with employment difficulties are less than five years away from the statutory retirement age, and the rest are no longer than three years (subject to the age when they are first approved to enjoy social insurance subsidies). For those with employment difficulties who have not achieved stable employment after the expiration of the policy in 2020, the policy enjoyment period can be extended by 1 year.

(2) Social insurance subsidies for college graduates. Except for employees who are less than 5 years away from the statutory retirement age, the subsidy period for other employees shall not exceed 3 years (subject to the age when they first enjoy social insurance subsidies).

(four) social insurance subsidies for the closure of new enterprises. After the cancellation of an enterprise whose industrial and commercial registration has reached 1 year but less than 3 years, if the legal representative or major investor of the first-time enterprise registers unemployment and continuously pays social insurance premiums in his personal capacity for more than 6 months, he will be given a one-time payment of social insurance premiums (maximum 1 10,000 yuan) according to 50% of the total tax paid by the enterprise.

Twelfth employment trainee subsidies.
