The process of league members' development includes: eligible young people applying to join the league, identifying activists, training and inspection, identifying development targets, voting, approval, oath and education for new league members.

For young people who apply to join the league, they should promptly take the form of member recommendation and publicity of the Young Pioneers to determine the activists who join the league. Establish a training and education mechanism that combines centralized education with the daily training and inspection of activists who join the league, and do a good job in cultivating the quality of league members from the source.

Activists who join the League must undergo more than three months of training and education, and activists who join the League must attend at least eight hours of group classes before they can develop into the League.
