National special plan: This plan aims at targeted enrollment in poverty-stricken areas, and is undertaken by the central departments and some local universities which mainly enroll students.

Local special plan: the plan is for rural enrollment, and the enrollment plan is not less than 3% of the annual undergraduate enrollment scale of relevant universities in principle.
