Vice-ministerial universities, that is, universities directly managed by the central government, are middle-level cadres whose positions of party secretary and president are included in the list of cadres managed by the central government. At present, the party secretary and dean of China Management College are all vice ministers. At present, it is generally believed that vice-ministerial universities are the top universities in China. The presidents, secretaries and other senior leaders of these universities are jointly appointed by the Central Committee and the Central Organization Department.
