The General Party Branch, also known as the grass-roots Party Committee, is established in schools with few schools in party member, such as middle schools and technical secondary schools, while universities generally have party committees with full-time party committee secretaries.

General steps to become a party member:

1, carry out extensive and in-depth ideological education. Party organizations should be very concerned about their ideological progress, often organize the study of the party's basic knowledge, publicize the party's line, principles and policies, inspire them to establish the belief of productism, and educate and guide students to actively approach the party organization.

2. Cultivate, educate and inspect activists who join the Party. After submitting the application for joining the Party to the Party branch, all of them should be listed as activists for training, education and investigation. Designate party member to carry out training and education, incorporate it into the party constitution study group of this branch in time, send it to the party school for training, participate in relevant activities within the party, and establish training and inspection files. The Party branch should check the activists who join the Party once every six months and conduct targeted education.

3. Determine the key training targets. The branch convened all general party membership meeting and decided to select outstanding activists to join the Party as the key training targets. Designate 1-2 party member trainers (contacts) as key training targets, specifically responsible for training, education and investigation. For the branch that has established a party group, the selection of key training objects must be discussed by the party group first.

4. Political censorship. The political performance and historical situation of the main family members and social relations of the training target were investigated through letters sent by the general party branch and the party branch.

5. Set development goals. After training, education and investigation, the key training objects with mature conditions will be determined as development objects by the branch on the basis of soliciting the opinions of the youth league organizations and non-party member students through discussion in general party membership meeting.

6. Prepare for development. Determine two official party member as party introducers (which can be designated by the party organization or invited by the party introducers themselves, usually served by contacts or trainers); Report to the general party branch for preliminary examination; Fill in the "Volunteer to Join the Party".

7. Hold a branch meeting in all general party membership meeting for discussion and voting. After everything is ready, a branch meeting will be held in all general party membership meeting to discuss and vote in accordance with relevant regulations and procedures.
