Since then, he has been working and living in the UK, with dual citizenship of Canada and the UK. 1968 graduated from the university of British Columbia with a bachelor's degree, and continued to study for a master's degree but gave up halfway. 1973 graduated from London School of Economics and Political Science with a doctorate. He has been a professor at Warwick University, a visiting professor at Japan International University, and a professor at university of westminster (1996), and later transferred to the London School of Economics and Political Science as a professor of international relations (2003-present). He is also the honorary professor of Jilin University and Copenhagen University, and the director of the project center of Copenhagen Peace Research Institute (COPRI) in Denmark. He was the chairman of the British Institute for International Studies (1988-1990); Vice President of International Studies Association (North America) (1993- 1994). 1999 till now, the main coordinator of the reconstruction project of British Institute of International Relations; In 2004, he was the editor of European Journal of International Relations.
