The "Opinions" clarified the corresponding land support policies for five construction modes, such as collective management construction land, idle land of enterprises and institutions, supporting land of industrial parks, non-residential stock houses and newly supplied state-owned construction land, especially the use of non-residential stock houses and the construction of affordable rental housing without paying the land price.

Reduce the burden of taxes and fees, use non-residential stock land and non-residential stock houses to build affordable rental housing, and apply preferential tax policies such as housing rental value-added tax and property tax mutatis mutandis after obtaining the project certificate.

The "Fourteenth Five-Year Plan" outlines the "single row rental housing land plan".
