Procedures and methods for dealing with campus emergencies
Chapter I General Provisions
Article 1 In order to actively prevent and properly handle campus emergencies and protect the legitimate rights and interests of students and schools, these Measures are formulated in accordance with the Education Law of the People's Republic of China, the Law on the Protection of Minors in People's Republic of China (PRC), the Regulations on the Prevention and Handling of Personal Injury Accidents among Primary and Secondary School Students in Jiangsu Province, and the Measures for Handling Student Injury Accidents.

Article 5 Schools shall not assume guardianship responsibility for underage students. Students should consciously abide by the rules, regulations and disciplines of the school, obey the management of the school, and avoid and eliminate the corresponding dangers according to their age, cognitive ability and legal capacity.
According to the nature, severity, controllability and scope of influence, all kinds of public emergencies are generally divided into Grade I (particularly significant), Grade II (significant), Grade III (significant) and Grade IV (general). The purpose of emergency classification is to implement emergency management responsibility and improve emergency handling efficiency.
The State Council is responsible for organizing the handling of Class I (particularly serious) emergencies, such as Wenchuan earthquake and freezing rain and snow disaster in South 19 province; Class II (major) emergencies are handled by the provincial government; Class III (larger) emergencies are handled by the municipal government; Class IV (general) emergencies shall be handled by the county government.
