1999, the local people's government of Zhejiang Province approved Hangzhou University of Commerce to set up the School of Foreign Economic Relations and Trade with the document Zhejiang [1999] 192 "Reply on the establishment of private secondary colleges in eight universities including Zhejiang University of Technology". Hangzhou Chemical Engineering School and Hangzhou Applied Engineering School merged into a school.

In September 2003, the Xiasha campus opened.

From June, 5438 to February, 2004, according to the Notice of the Ministry of Education on Confirming the Establishment of Independent Colleges in Colleges and Universities in Zhejiang Province (Jiao Fa Han [2004] No.373), the College of International Business and Economics of Zhejiang Gongshang University was officially recognized by the Ministry of Education as "Hangzhou Business School" of Zhejiang Gongshang University, with eight majors including management, economy, engineering, literature, law, science, history and philosophy. The right to award doctoral, master's and bachelor's degrees, the right to award professional degrees such as master of business administration (MBA), master of law (JM) and master of engineering, and the right to recruit foreign students, students from Hong Kong, Macao and Taiwan, and students with equivalent academic qualifications to apply for master's degrees. There are more than 3 1 000 students, including more than 25,000 full-time graduate students and undergraduates.

In 2008, Hangzhou Commercial College awarded the first independent diploma.

2011August, Zhejiang Gongshang University and Tonglu County People's Government jointly established Hangzhou Business School of Zhejiang Gongshang University, and formally signed the contract.
