The standing committees of various departments organize academicians to review the effective candidates in the primary election and produce preliminary candidates and final candidates. Evaluation and primary selection must adhere to standards, follow the principles of fairness and objectivity, and conduct a comprehensive and scientific evaluation of candidates. The primary elections of all departments are conducted by secret ballot, and the difference ratio is 20%.
The number of academicians participating in the voting in each department shall exceed 2/3 of the number of academicians with voting rights in this department. Candidates who have won no less than two-thirds of the votes shall, in accordance with the number of places determined by the presidium of the department, produce candidates for the final election of the department in turn according to the number of votes, and the presidium of the department shall determine the final candidates after examination and confirmation by the standing committees of various departments.
The newly elected academicians are elected by all the academicians with voting rights. The election adopts equal secret ballot, and more than half of the candidates with valid votes are elected.
