Calculation of comprehensive equivalent appropriation for teaching and scientific research
1. Calculate the comprehensive equivalent number of teaching and scientific research according to the teaching and scientific research weight coefficient of 0.7:0.3.
The total comprehensive equivalent value (Ns) of the whole school is expressed by the total number of equivalent students. According to the standards of the Ministry of Education, the conversion ratio of undergraduate, master (academic) and doctoral students is 1: 1.5:2.
Ns= number of undergraduates+number of master students × 1.5+ number of doctoral students ×2.
(1) Calculation formula of total teaching equivalent (Nsi)
Nsi= number of undergraduates+number of master students × 1.5+ number of doctoral students ×2.
(2) the calculation formula of the total equivalent value of unit scientific research.
Nki= N s× (total annual research funds of the unit ÷ total annual research funds of the whole school)
(3) Calculation formula of comprehensive equivalent value (Ni) of teaching and scientific research.
Ni=Nsi×0.7+Nki×0.3
2. Formula (K) for calculating the comprehensive equivalent appropriation standard for teaching and scientific research.
K= (annual per capita performance salary level of the whole school × total number of teaching units of the whole school× 70%-total basic performance salary of teaching units of the whole school )× 90% ÷ ns.
3. The formula for calculating the funding amount (Ci) of teaching units according to the comprehensive equivalent number of teaching and scientific research.
Ci=Ni×K
4. Accounting funds for cross-undertaking teaching and management tasks among various units.
The funds for cross-course teaching management tasks undertaken by each unit (including school-wide elective courses and public basic courses) are allocated after calculation according to the school teaching plan and the comprehensive equivalent value of cross-course students, as well as the proportion of cross-course credits undertaken by each unit in the average credits of students in graduation year, and deducted from the comprehensive equivalent value of teaching and scientific research of the unit where the students work. Because the cross-curriculum task only involves curriculum teaching, the cross-curriculum funding standard (Kjc) is 70% of the comprehensive equivalent funding standard (K), that is, the cross-coefficient is 0.7. (1) Calculation formula of cross-course funding standard (Kjc)
Kjc=K×0.7
(2) Calculation formula of cross-curriculum fund
Cjc= cross-course student equivalent number × teaching weight 0.7×Kjc× (cross-course credits ÷ cross-year courses) ÷ (188 ÷ 4) 5. The formula for calculating the total equivalent appropriation (Q) of teaching and scientific research in each unit.
Q = CI+CJC (cross-curriculum funds undertaken by the unit) -CJC (cross-curriculum funds undertaken by other units) (2) Calculation of year-end assessment funds of teaching units.
Allocate funds according to the year-end evaluation results of each unit. The year-end appraisal grades are divided into one, two and three grades, which correspond to the reward coefficients of 1.2, 1 and 0.8 respectively. Calculation formula of year-end assessment appropriation (Ckp) for each unit:
Number of people per unit × reward coefficient
Ckp =——————————× Total appropriation for year-end assessment.
∑ number of units × reward coefficient
(3) Calculation of teaching task funds for public * * * courses for professional degree graduates
Units that recruit professional degree graduate students will not consider equal funding because the tuition income has been divided with the school. Non-enrollment units undertake the teaching tasks of English, politics and other public courses for professional degree graduates, and the enrollment units pay from the share of funds. The calculation formula of funds (Czy) is:
Czy= annual fund share of the enrollment unit × (public * * * course credits ÷ public * * * course new year's degree ÷ average annual credit of professional degree graduation )× cross coefficient 0.7 After the specific fund amount is calculated by graduate department, the unit undertaking the cross course will sign with the student's unit and report it to the Finance Department for fund allocation. Incentive performance salary distribution in teaching auxiliary units
The part of the total reward performance salary of the teaching auxiliary units in the whole school, which is borne by the school, is calculated as 58% of the total according to the per capita performance salary level of the whole school in the scheduled year, and all parts are distributed to all units after deducting the base of the whole school: 90% of them are directly distributed; 65,438+00% will be used as the year-end evaluation fund, which will be distributed by the school in the next year according to the evaluation grades of all units at the end of last year. The year-end assessment is divided into first-class, second-class and third-class, corresponding to the reward coefficients of 1.2, 1 and 0.8 respectively.
(a) Direct distribution of 90% of formula (q)
Q = (annual per capita performance salary level of the whole school × total number of teaching and auxiliary units of the whole school× 58%-total basic performance salary of teaching and auxiliary units of the whole school )× 90%.
(B) year-end assessment funds (Ckp) calculation formula
Number of people per unit × reward coefficient
—————————————— Total appropriation for year-end assessment.
∑ number of units × reward coefficient
(three) the year-end evaluation of teaching auxiliary units, the school can consider allocating certain subsidies according to the actual situation of the year.
Third, the management department incentive performance salary distribution
The total incentive performance salary of the management department shall be borne by the school in full. The income obtained by the management department is fully included in the school-level financial management, and each unit shall not issue any subsidies or bonuses on its own outside the performance salary approved by the school, and shall not issue them in violation of the prescribed procedures and methods.
Appropriation operation rules
(1) The Academic Affairs Office and the Graduate Office provide the personnel office with relevant statistical data such as the number of undergraduates, masters (academic) and doctoral students in each teaching unit, elective courses of the whole school, public basic courses and so on at the end of June each year. Among them, the number of doctoral students is calculated according to the ratio of 0.5: 0.5 between the unit where the doctoral program is located and the unit where the doctoral tutor is located, and the number of doctoral students brought by part-time doctoral tutors outside the school and doctoral tutors working in the school management department is all counted to the unit where the doctoral program is located.
(2) At the end of June 165438+, the Department of Science and Technology and the Department of Social Sciences provided the personnel department with the statistical data of the total scientific research funds of each teaching unit in the previous year.
(3) The Finance Department monitors the total performance pay at any time, is responsible for raising funds for the school, and provides the personnel department with the annual bonus performance pay statistics issued by each unit with its own funds before February 25th every year.
(4) Personnel Department, coordinating the implementation of performance pay in the whole school. According to the above data and the situation of employees at the end of this year (1 1), calculate the distribution, adjustment and distribution of the next year, and report the implementation to the school in time. For new students involved in the allocation of funds by head, the allocation will start from the month after registration.
