Recently, the Nanjing Municipal People's Government, through its official website, published the Implementation Opinions of Nanjing Municipality on Further Promoting the Reform of the Household Registration System (hereinafter referred to as the Opinions on Household Registration Reform), the Measures for the Administration of Household Registration Access in Nanjing (hereinafter referred to as the Measures for Household Registration Access) and the Implementation Measures for the Settlement of Points in Nanjing (hereinafter referred to as the Measures for the Settlement of Points).
It is clearly pointed out that the new household registration policy for foreigners in Nanjing will be officially implemented from February 17 to February 1 day. Foreigners who do not meet the requirements for directly applying for an account must accumulate 100 points to apply for queuing. The original purchase settlement policy was cancelled.
The "Opinions on Household Registration Reform" clarifies that Nanjing will fully implement the policy of foreign household registration with legally stable residence and legally stable employment as the basic access conditions, and implement the dual-track settlement policy of policy and points system. Respect the will of urban and rural residents to settle down independently, and protect the legitimate rights and interests of agricultural transfer population and other permanent residents in Nanjing according to law.
Coordinate the reform of household registration system and equalization of basic public services, and continuously expand the coverage of urban basic public services such as education, employment, medical care, family planning, old-age care and housing security.

Measures of Nanjing Municipality on the Administration of Household Registration Access:
Article 1 In order to thoroughly implement the spirit of household registration system reform, further strengthen population service and management, and promote sustained and healthy economic and social development of this Municipality, these Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on Household Registration and the national and provincial household registration management systems, combined with the actual situation of this Municipality.
Article 2 Non-Nanjing household registration personnel who meet the requirements stipulated in these Measures may apply to move their household registration into this Municipality. Those who do not meet the requirements of these measures, but meet the requirements for settlement of points and the specified scores, may apply for moving their accounts into this city.
If the state and province have other provisions on the settlement policy, those provisions shall prevail.
Article 3 Under any of the following circumstances, you can apply for an account to move into a town in this city, and apply to the human resources, social security and organization department, which shall be handled by the public security department:
(a) the placement of military cadres in this city;
(2) Employed as a university student village official in Jiangsu Province, working in this city;
(three) young and middle-aged experts who belong to the national "Thousand Talents Plan" and the national special support plan (Ten Thousand Talents Plan), who have made outstanding contributions in this province, and who enjoy the special allowance of the State Council to find employment or start a business in this city;
(four) holding the "Jiangsu Overseas High-level Talents Residence Permit" or "Nanjing Talents Residence Permit" B certificate, working or starting a business in this city;
(five) postdoctoral exit personnel in the city employment or entrepreneurship;
(6) Returned overseas students with bachelor's degree or above are employed or started businesses in this city;
(seven) graduates who have obtained full-time postgraduate education in ordinary colleges and universities are employed or start businesses in this city;
(8) Graduates who have obtained undergraduate and junior college degrees from full-time colleges and universities (including vocational colleges) and are under the age of 35 are employed or start businesses in this city. Undergraduate graduates pay social insurance continuously 1 year, and junior college graduates pay social insurance continuously for 2 years; Those who meet the employment policy of graduates and work or start businesses in this city are not subject to the time limit for paying social insurance;
(nine) persons with professional and technical qualifications at or above the deputy senior level, or with intermediate professional and technical qualifications and under the age of 35, are employed or start businesses in this Municipality;
(ten) people under the age of 35 who have the first or second national vocational qualification or the third national vocational qualification are employed or started businesses in this city;
(eleven) other personnel approved by the provincial and municipal governments.
In the case of items 1, 3, 4, 5 and 11 of the first paragraph of this article, their spouses and minor children may settle in this city.
Article 4 In any of the following circumstances, you may apply to the public security department to move your household registration into the cities and towns of this Municipality:
(a) take refuge in the spouse, and the spouse has a family account and a legally stable residence in the town of this city;
(2) Parents take refuge in adult children, have urban family accounts and legally stable residences in this city, parents exceed the statutory retirement age and receive pension insurance benefits according to national and provincial regulations, and the per capita housing area of residence after moving in is not less than the housing security area of this city;
(3) Minor children take refuge in their parents, whose parents have family accounts and legally stable residences in cities and towns in this city, or whose parents have no family accounts and legally stable residences in cities and towns in this city, but they are all collective households in this city (except for college students' collective households and Jiangsu University Admissions and Employment Service Guidance Center);
(4) Servicemen who were originally residents of this Municipality, their spouses and minor children have taken refuge in the parents of servicemen, and their parents have family accounts and legally stable residences in cities and towns of this Municipality;
(5) The parents of active servicemen take refuge in the spouses of active servicemen, whose parents are over the statutory retirement age and receive pension insurance benefits according to national and provincial regulations. The spouses of active servicemen have family accounts and legally stable residences in cities and towns in this city, and the per capita housing area of their residence after moving in is not less than the housing security area of this city;
(six) both husband and wife are active servicemen, the minor children of active servicemen take refuge in the parents of active servicemen, and the parents of active servicemen have family accounts and legally stable residences in cities and towns in this city;
(7) Both husband and wife are active servicemen, and if the parents of active servicemen take refuge in the adult children of active servicemen, the adult children of active servicemen have urban household registration and legally stable residence in this city, and the per capita housing area of their residence after moving in is not less than the housing security area of this city;
(eight) college students (including vocational college students) registered in this Municipality apply for moving back to the cities and towns from the collective accounts of college students;
(nine) compatriots from Hong Kong, Macao and Taiwan have been approved by the exit-entry administration department of the public security organ at or above the provincial level to settle in cities and towns in this city;
(ten) overseas Chinese whose original household registration is a resident of this Municipality apply for restoring their household registration when they return to China;
(eleven) the cancellation of the original household registration for the residents of this Municipality and the application for the restoration of the household registration;
(twelve) the original household registration is a resident of this city, and then moved to other places due to decentralization, sideline, support for third-line construction and other reasons. Now this city has a legally stable residence and has reached the statutory retirement age.
In the case of items 1, 3, 4 and 6 of the first paragraph of this article, if the detainee does not have a legally stable residence, the legally stable residence at the domicile of the detainee shall be owned by his immediate family.
Article 5 Under any of the following circumstances, an applicant may apply for an account to move into a town in this city and apply to the civil affairs department, which shall handle it:
(1) Soldiers recruited from this Municipality are discharged from the army;
(2) Soldiers who are not enlisted in this Municipality are discharged and meet the conditions for moving to Nanjing;
(3) Retired military cadres and retired noncommissioned officers placed in Nanjing;
(4) Retired military workers without military status are resettled in Nanjing.
In the third case, their spouses and minor children are allowed to settle in this city.
Article 6 Under any of the following circumstances, you may apply for an account to move into a town in this city and apply to the relevant military department, which shall handle the application:
(1) The families of servicemen stationed in Nanjing are attached to the army;
(2) Minor children of female officers stationed in Nanjing.
Article 7 Retired athletes who are resettled in Nanjing and employed by employers may apply for household registration and move into cities and towns in this city, and apply to the sports department, which shall handle the application.
Article 8 Overseas Chinese who meet the conditions for settlement in this Municipality may apply for household registration and move into cities and towns in this Municipality, and apply to the overseas Chinese affairs department, which shall handle the application.
Article 9 Under any of the following circumstances, an applicant may apply to move to the countryside of this Municipality and apply to the public security department for handling:
(a) take refuge in the spouse, the spouse has a family account and a legally stable residence in the rural areas of this Municipality;
(II) Parents take refuge in adult children, whose children have family accounts and legally stable residences in the rural areas of this Municipality, whose parents are over the statutory retirement age, have not enjoyed the pension insurance benefits for employees and have enjoyed the pension insurance benefits for urban and rural residents, have no legally stable residences in the towns of this Municipality, and have moved into the village collective economic organizations;
(3) If the minor children take refuge in their parents, their parents have a rural household registration and a legally stable residence in this city;
(four) the original household registration in the rural areas of this city, and now the household registration in colleges and universities (including vocational colleges) is a collective household of students or a collective household of Jiangsu University Admissions and Employment Guidance Service Center;
(five) was a member of the village collective economic organization and has a legally stable residence and family contracted land in the rural areas of the city, the demolition has no legally stable employment, did not participate in social insurance for employees, and has no legally stable residence in the towns of this city, allowing himself and his spouse and minor children to settle down;
(six) the demobilized military cadres who originated in the rural areas of this Municipality have resumed their accounts;
(seven) with the fourth to seventh of these measures, the people who have taken refuge in the rural areas of this Municipality have family accounts and legally stable residences;
(eight) the former retired soldiers in the rural areas of this Municipality have resumed their household registration.
In the case of item 7 of the preceding paragraph, the per capita living area after moving in is not restricted.
In the first and third cases of the first paragraph of this article, if the detainee has no legally stable residence, the legally stable residence at the domicile of the detainee shall be owned by his immediate family.
Article 10 The public security department can only apply for registered permanent residence to move into the rural areas of this Municipality after the villagers' meeting decides to agree and the village (neighborhood) committee issues written certification materials under the circumstances specified in Items 10 to 12 of Paragraph 1 of Article 4 and Items 1 to 7 of Paragraph 1 of Article 9 of these Measures.
Article 4, paragraph 1, and Article 9, paragraph 1, of these Measures shall obtain the consent of the head of the household, the refuge and the owner of the legally stable residence (the legal user of the residence) if the household registration is transferred by refuge.
Article 11 The term "immediate family members" as mentioned in these Measures refers to my spouse, parents, children, grandparents, grandparents, grandchildren and grandchildren.
The term "legally stable residence" as mentioned in these Measures refers to the purchase, self-construction, inheritance and gift of residential property housing, as well as the rental housing that has been registered in the local real estate management department or unit, but does not include the rental of private housing. The specific scope shall be formulated by the public security department in conjunction with the real estate department.
The term "legal and stable employment" as mentioned in these Measures refers to having a legal occupation, signing a labor contract with an employer in this Municipality, participating in social insurance, or handling industrial and commercial registration in this Municipality, obtaining a business license, having a stable income, and paying taxes according to law.
The term "professional and technical qualifications" as mentioned in these Measures refers to the professional and technical qualifications that have participated in the national unified examination and have been assessed by the human resources and social security departments.
The term "professional qualification certificate" as mentioned in these Measures refers to the national qualification certificate issued after the assessment and appraisal institutions authorized by the government evaluate and demonstrate the professional knowledge and skill level of workers in accordance with the vocational skill standards or job qualifications formulated by the state.
Twelfth public security, real estate, human resources and social security departments can formulate specific implementation rules according to these measures.
Article 13 Before the implementation of these Measures, if newly-built commercial housing (including pre-sold commercial housing and now-sold commercial housing) has been put on record and meets the relevant conditions of the Interim Measures of Nanjing Municipality on Registration of Household Registration (Ning [2004]140), it may apply for household registration with the property right certificate within 18 months after the implementation of these Measures.
