Measures for the administration of the collection and use of supporting fees

Article 1 In order to enhance the government's macro-control and public service capabilities, and further promote the infrastructure construction of central cities, these Measures are formulated in accordance with the relevant provisions of the state, provinces and municipalities, and combined with the actual situation of our city.

Nijo Castle city infrastructure supporting fees (hereinafter referred to as "urban supporting fees") are government funds, which are included in the financial budget management and development and construction costs, including comprehensive supporting fees and special supporting fees.

Comprehensive supporting expenses are for urban infrastructure and urban infrastructure construction outside the red line of construction project planning, including municipal public infrastructure construction such as urban roads, drainage, greening, sanitation, street lamps, traffic lights, sewage treatment, garbage disposal, integrated wiring, and renewable energy, promotion and application of green buildings, public transportation, etc.

The special supporting fees are all used for the investment and construction of water supply, gas supply and heating related pipe networks and supporting facilities.

Article 3 All kinds of construction projects approved for new construction, expansion and reconstruction in the central city (including Decheng District, Lingcheng District, Dezhou Economic and Technological Development Zone and Canal Economic Development Zone) shall pay city supporting fees in accordance with the provisions of these Measures.

Construction projects do not have or need to install supporting facilities such as water supply, gas supply and heating, and construction projects or basements of construction projects do not use water supply, gas supply and heating. After examination and confirmation by the competent department of public utilities, special supporting fees may not be paid. When supporting facilities are in place or need supporting construction, they shall be paid after confirmation by the competent department of public utilities.

Article 4 Urban supporting fees shall be levied according to the following standards:

(1) Supporting fees for general construction projects.

General construction projects are levied at 252 yuan per square meter according to the construction area. Among them: the comprehensive supporting fee is levied according to the construction area per square meter 120 yuan; Among the special supporting fees, the supporting fee for water supply facilities construction is levied according to the construction area of 33 yuan per square meter, the supporting fee for pipeline gas supply facilities (residents) construction is levied according to the construction area of 27 yuan per square meter, and the supporting fee for central heating facilities construction is levied according to the construction area of 72 yuan per square meter.

(two) supporting fees for special construction projects.

1. Gas station charging standard.

(1) gas station: the comprehensive supporting fee is levied according to the total volume of the oil tank per cubic meter of 800 yuan, and if it is less than 60 cubic meters, it is levied according to 60 cubic meters.

(2) Gas filling station: the comprehensive supporting fee is levied according to the total volume of the gas holder per cubic meter of 800 yuan; if it does not reach 18 cubic meter, it will be levied according to 18 cubic meter. Self-built filling stations of gas supply professional business units can be exempted from special supporting fees for pipeline gas supply facilities.

2. The comprehensive supporting fee of advertising tower is levied in 400 yuan per square meter of advertising layout area; For various structures such as wireless transmission (tower) frames, if the investment is more than 6,543.8+0,000 yuan (inclusive), it will be levied at 5% of the total cost, and if the total cost is less than 6,543.8+0,000 yuan, it will be levied at 6,543.8+0,000 yuan.

3. The comprehensive supporting fees for all kinds of pipeline projects other than water supply, gas supply and heating are levied per meter 10 yuan, and those less than 300 meters are levied at 300 meters.

(3) Supporting fees for special periods. (4) The projects that have gone through the formalities of "Construction Project Planning Permit" do not enjoy the reduction or exemption policy in Item (3) of Article 4, and the comprehensive supporting fees and special supporting fees of urban supporting fees are levied according to the corresponding standard of 150%.

Fifth to pay the city supporting fees:

(a) the following items by the municipal administrative service center is responsible for the collection of urban supporting fees related window audit, directly for exemption from urban supporting fees (including comprehensive supporting fees and special supporting fees) procedures, the municipal administrative service management office is responsible for supervision, Lingcheng District construction projects in Lingcheng District for:

1. Military facilities and their logistics service facilities;

3 medical care, pension, sports and fitness facilities construction projects;

4. Public transport infrastructure projects;

5 primary and secondary schools, kindergartens and other educational facilities and auxiliary rooms, office rooms and living rooms;

6. Three or more floors of multi-storey standard factory buildings in industrial buildings;

7. Other laws and regulations clearly stipulate that the city supporting fee shall be exempted.

(II) The following items are audited by the relevant window of the municipal administrative service center responsible for the collection of urban supporting fees, and after the municipal administrative service management office is responsible for supervision, they are directly exempted from the formalities of comprehensive supporting fees, and the construction projects in Lingcheng District are handled in Lingcheng District:

1. Municipal public infrastructure and public transport infrastructure such as roads, squares, green spaces, waters, garbage transfer stations, public toilets, water plants, sewage treatment and garbage disposal;

2. Industrial construction projects built in the central city (there must be production workshops and workshops), and their special supporting facilities are supervised by professional business units or built by professional business units, and the construction party contributes according to the facts (the special supporting fees for multi-storey standard workshops are fully settled on the first floor and halved on the second floor);

3 the use of self-raised funds for civil air defense, civil air defense income funds or fund-raising combined with urban construction to build civil air defense projects and ground supporting facilities;

4 projects that have signed an agreement with the municipal government and have clearly reduced their capital;

5 other non-profit social welfare construction projects invested by the government, as well as laws, regulations and national, provincial and municipal documents. , clearly exempt from comprehensive supporting fees.

(three) to change the purpose of the above-mentioned tax-free items, and pay according to the provisions of Article 4.

Article 6 Collection, management and use of urban supporting fees:

(1) Comprehensive supporting fees: the municipal examination and approval service department is responsible for the collection and review of comprehensive supporting fees in Decheng District, Dezhou Economic and Technological Development Zone and Canal Economic Development Zone (the collection and review process shall be separately formulated by the municipal examination and approval service bureau in conjunction with Decheng District Government, Dezhou Economic and Technological Development Zone Management Committee and Canal Economic Development Zone Management Committee), and the comprehensive supporting fees shall be used by the municipal level as a whole. The collection, management and use of comprehensive supporting fees in Lingcheng District are specifically responsible for Lingcheng District.

Special supporting fees: The Municipal Public Utilities Development Center is responsible for the collection and review of special supporting fees (water supply, gas supply and heating) in Decheng District, Dezhou Economic and Technological Development Zone and Canal Economic Development Zone; The special supporting fees charged by it shall be included in the departmental budget of the Municipal Public Utilities Development Center in accordance with the provisions of the Regulations of Dezhou Municipality on the Administration of Fiscal Expenditure and the Measures of Dezhou Municipality on the Administration of Financial Investment Evaluation. The expenditure process of special supporting fees shall be separately formulated by the Municipal Urban Management Bureau and the Municipal Public Utilities Development Center in conjunction with the Municipal Finance Bureau. The collection, management and use of special supporting fees in Lingcheng District are specifically responsible for Lingcheng District.

The financial departments at all levels are responsible for the supervision and management of urban supporting fees, and check the audit and use every six months. Municipal audit and municipal administrative service management office and other departments should strengthen supervision according to their respective responsibilities. The collection, payment and disbursement of urban supporting fees should be made public voluntarily according to the law and regulations, and be subject to public supervision.

(two) water supply, heating and gas supply comprehensive supporting fees and special supporting fees. The payment area of real estate development projects can be determined before construction and paid during the pre-sale publicity period. Non-real estate development projects that meet the payment conditions can be paid before the construction permit is issued.

(III) The collecting unit uses the General Notes for Non-tax Revenue in Shandong Province under the unified supervision of the Ministry of Finance, collects the city supporting fees in full according to the regulations, and sends a copy to the finance department at the same level for the collection and reduction in the following month.

(four) the project construction area needs to be re-approved when the project completion acceptance is put on record or the real estate project completion acceptance is put on record. For projects that change the planned area, the city supporting fees will be refunded more and supplemented less.

(five) the implementation of the financial project management system of urban supporting fees, as government investment, included in the fixed assets.

(six) after the construction unit or individual pays the special supporting fee, the relevant units shall, in accordance with the relevant norms and standards, timely invest in the construction, maintenance and management of the special supporting facilities of the construction project. The water supply business unit is responsible for supporting the water supply facilities in front of the valve well of users and the water meters of residents (including household metering devices); The gas supply business unit is responsible for the gas supply facilities in front of the valve shaft of the supporting unit user and the valve in front of the kitchen of the resident user (including the household metering device); The heating business unit is responsible for supporting the heating facilities (including household metering devices) in front of the valve wells of the construction unit users and the sub-accounts of the resident users.

Supporting infrastructure construction for residential users, the construction of professional business units is as follows:

1. Water supply. Installation of supporting facilities and equipment (including household metering devices) in front of the table, including: main network, residential water supply network, secondary pressurization equipment, remote measurement and control system, docking, filter screen, household locking valve, household metering devices, etc.

2. Gas supply. Installation of supporting facilities and equipment in front of the furnace (including household metering devices), including: medium-pressure pipe network, low-pressure pipe network, building riser, indoor pipeline, furnace door, household metering devices, etc.

Step 3 heat up. Installation of supporting facilities and equipment (including household metering devices) in front of the entrance port, including: primary heating pipe network, heat exchange station, secondary heating pipe network, unit entrance device, household metering device, etc.

Seventh project construction units shall not charge additional fees such as capacity increase fees, initial installation fees and opening fees in any name. If the project construction unit illegally collects capacity increase fees, initial installation fees, opening fees and other fees, it shall be punished by the market supervision and management department according to law. Article 8 Other provisions:
