Article 1 In order to standardize the management of student cadres, safeguard their legitimate rights, strengthen the supervision of student cadres, build a contingent of high-quality student cadres, and improve work efficiency, this system is formulated in accordance with the articles of association of the Three Gorges University Student Union.
Article 2 "Student cadres" as mentioned in this system refers to the staff members who perform public duties according to the regulations, are included in the establishment of the student union and are managed by the student union, including the chairman, ministers and officers.
Article 3 This system shall apply to the obligations, rights and management of student cadres.
If this system has other provisions on the generation, appointment, removal, supervision, obligations, rights and management of leading members of student cadres, such provisions shall prevail.
Article 4 The management of student cadres shall adhere to the principles of openness, equality, competition and merit selection, and shall be conducted in accordance with the prescribed authority, conditions, standards and procedures.
Article 5 The management of student cadres shall adhere to the principle of paying equal attention to supervision and restraint, and to both encouragement and guarantee.
Article 6 The appointment of student cadres shall adhere to the principle of meritocracy and having both ability and political integrity, and pay attention to work performance.
Article 7 The Presidium is responsible for the comprehensive management of the Student Union, and the Organization Department is responsible for the specific implementation under the leadership of the Presidium.
Chapter II Conditions, Obligations and Rights of Student Cadres
Article 8 Student cadres shall meet the following conditions:
(1) Undergraduates and junior college students with the status of Three Gorges University;
(2) supporting the constitution of the student union;
(3) Having good conduct;
(4) Having the physical conditions to perform their duties normally;
(five) have the ability to meet the requirements of the post;
(six) other conditions stipulated by the system.
Article 9 Student cadres shall perform the following obligations:
(1) Abiding by the Constitution and laws;
(2) Abide by the relevant regulations of the school, the articles of association of the student union and the management regulations of the student union;
(three) in accordance with the provisions of the authority and procedures to conscientiously perform their duties, and strive to improve work efficiency;
(4) Serving students wholeheartedly and accepting students' supervision;
(five) to safeguard the honor and interests of the student union;
(six) be loyal to their duties, be diligent and conscientious, and obey and implement the decisions and orders of their superiors in accordance with the regulations;
(seven) to keep the secrets and work secrets of the student union;
(8) Abide by discipline, be fair and upright, and be exemplary in observing social morality;
(nine) other obligations stipulated by the system.
Tenth student cadres shall enjoy the following rights:
(a) to obtain the working conditions that should be met to perform their duties;
(two) shall not be dismissed, dismissed or punished for reasons other than those stipulated in the system and procedures;
(3) Obtaining rewards and other due treatment;
(4) receiving training and education;
(five) to make criticisms and suggestions on the work of the departments and leaders;
(6) lodge a complaint;
(7) applying for resignation;
(eight) other rights stipulated by the system.
Chapter III Recording and Utilization
Article 11 The methods of public examination, strict inspection, fair competition and merit-based admission shall be adopted to recruit student cadres below the chairman and other equivalent positions.
Article 12 The Presidium shall be responsible for the recruitment of organization directors and officials, and the Presidium may authorize all departments to organize the recruitment of cadres below the ministerial level and at equivalent levels.
Thirteenth competitive recruitment of student cadres, in addition to the conditions stipulated in Article 8 of this system, should also have the qualifications required by various departments.
Fourteenth the following persons shall not serve as student cadres:
(1) Being punished for violating school rules;
(2) Being expelled from the student union;
(3) The disciplinary period of the Student Union has not expired;
(four) there are other circumstances that are not allowed to be employed as student cadres as stipulated in this system.
Fifteenth recruit student cadres, must be within the prescribed quota.
Sixteenth recruitment of student cadres, should be issued a competitive announcement. The competitive recruitment announcement shall specify the positions, places, qualifications, materials to be submitted and other matters that should be known in competitive recruitment.
The admissions department should take measures to facilitate students to compete for employment.
Article 17 The recruitment department shall review the application for competitive posts according to the qualification conditions for registration. The materials submitted by the contestants shall be true and accurate.
Eighteenth student cadres are employed by a combination of written examination and interview, and the examination content is set according to the basic ability and different job categories that student cadres should have.
Article 19 The recruiting department shall determine the candidates for inspection according to the examination results, and examine and inspect their competitive qualifications.
Article 20 The recruitment department shall, according to the examination results and investigation, draw up a list of employees, together with the application materials, and submit it to the organization department for examination and approval, and the organization department shall publicize it uniformly.
Upon the expiration of the publicity period, the organization department shall make a unified record.
Twenty-first recruitment of student cadres in principle is not allowed to be recruited by people outside the student union after unified recruitment. Those who are hired without approval will be held accountable.
Twenty-second newly recruited student cadres have a probation period of one month. Those who pass the probation period will be appointed; Unqualified, cancel the employment.
Student cadres should take an oath during the probation period. The oath is "I voluntarily join the Student Union of Three Gorges University, support the Communist Party of China (CPC)'s leadership, accept the guidance of the Communist Youth League, abide by the student union's articles of association, implement the student union's resolutions, strictly observe the student union's discipline, study hard, unite and forge ahead, be realistic and innovative, and strive to serve the majority of students!"
Chapter IV Audit
Twenty-third assessment of student cadres, the organization department is responsible for the implementation of its management authority, a comprehensive assessment of student cadres' morality, ability, diligence and performance, focusing on the assessment of work performance.
Twenty-fourth student cadres assessment is divided into daily assessment and regular assessment. Regular assessment is mainly based on daily assessment, which is divided into academic year assessment and year-end assessment, which is based on the end of the semester.
Twenty-fifth student cadres' year-end assessment shall be summarized by individuals according to their job responsibilities and related requirements, and then evaluated by the competent department, and finally evaluated by the other party. Evaluation results as one of the assessment basis, combined with the basic assessment results to assess the level. See relevant regulations for details.
Twenty-sixth regular assessment results are divided into four grades: excellent, good, qualified and unqualified.
The results of regular evaluation shall be announced to the public in written form.
Chapter V Appointment and Removal of Posts
Twenty-seventh student cadres post tenure system. After the probation period expires, you will be employed; If a student cadre at the same level is not re-elected after the expiration of his term of office, or resigns, is dismissed or dismissed during his term of office, his post shall be terminated. The minimum service period for student cadres is three months.
Twenty-eighth student cadres need to be appointed or removed in case of passing the examination after the probation period, job changes, no longer serving as student cadres, etc., according to the following provisions:
(1) If a student cadre resigns, he shall submit an application for resignation to the organization department within five working days (see attached table);
(two) the transfer of student cadres, should submit the application for resignation and employment to the organization department within five working days;
(three) student cadres were dismissed, verified by the organization department and reported to the presidium for approval;
(four) the organization department shall give approval within five working days after receiving the application for resignation and appointment;
(5) If he has resigned or taken up his post, the organization department shall take back the work certificate and other working materials or notify the secretariat to reissue the work certificate and other working materials, and issue a notice of dismissal or appointment.
Twenty-ninth student cadres need to work in other departments or associations for other reasons, and should be approved by their departments.
Thirtieth student cadres to be promoted to positions should have the ideological and political quality, work ability and experience and other conditions and qualifications required for the proposed positions.
Thirty-first student cadres should be promoted to posts in accordance with the relevant provisions of the pre-appointment publicity and probation system.
Chapter VI Awards and Incentives
Thirty-second student cadres who have made outstanding achievements and contributions in their work shall be rewarded. Rewards adhere to the principle of combining spiritual rewards with material rewards and giving priority to spiritual rewards.
Thirty-third student cadres who meet the following conditions shall be rewarded:
(a) be loyal to their duties, work actively and make remarkable achievements;
(two) to be able to abide by discipline, decent style, fair, and outstanding exemplary role;
(three) put forward reasonable suggestions in the work, and made outstanding achievements;
(four) consciously safeguard the unity, image and interests of the student union;
(five) in major activities, to be able to perform their duties and better complete the task;
(6) Having made other outstanding contributions.
Thirty-fourth awards shall be handled in accordance with the following provisions:
(a) submit an application for evaluation to the organization department one by one;
(two) the organization department shall issue a notice of review within five working days from the date of receiving the application;
(three) all departments should hold an evaluation meeting within five working days from the date of receiving the notice;
(four) each review shall be held by the department, and more than half of the members shall attend the meeting as an effective meeting to discuss the candidates of the department. The meeting was voted by secret ballot, and those who passed more votes were recommended by the department and reported to the organization department for review. The self-discipline department is responsible for the supervision of the appraisal meeting;
(five) the organization department shall, within five working days from the date of receiving the recommendation, submit an application for review to the Youth League Committee.
Thirty-fifth student cadres in any of the following circumstances, cancel the qualification:
(a) fraud, defrauding the reward;
(two) the declaration of rewards has concealed serious mistakes or seriously violated the prescribed procedures;
(three) other circumstances in which the reward shall be revoked according to the provisions of this system.
Chapter VII Punishment and Discipline
Thirty-sixth student cadres must abide by discipline and shall not have the following acts:
Dereliction of duty, delaying work;
(2) refusing to implement the decision made by the superior in accordance with the regulations;
(3) Suppressing criticism and taking revenge;
(4) taking advantage of his position to seek personal gain for himself or others;
(5) Violating the financial system of students' union and wasting students' union resources;
(six) abuse of power, infringe upon the legitimate rights and interests of others or other organizations;
(seven) revealing the secrets of the student union or the work secrets;
(eight) damage the honor and interests of the student union in foreign exchanges;
(nine) in the name of the student union to engage in or participate in profit-making activities for personal gain;
(ten) other acts in violation of discipline.
Thirty-seventh student cadres, when performing official duties, think that the decision of their superiors is wrong, and they can put forward opinions to their superiors to correct or cancel the decision; If the superior refuses to change the decision or demands immediate implementation, the student cadres shall immediately implement it, and the consequences of implementation shall be borne by the superior, and the student cadres shall not bear the responsibility; However, student cadres should be jointly and severally liable for implementing decisions that are obviously in violation of regulations.
Thirty-eighth student cadres who violate discipline and should bear disciplinary responsibility shall be punished in accordance with this system; If the violation of discipline is minor and is corrected after criticism and education, it may be exempted from punishment.
Article 39 Punishment is divided into warning, demerit recording, gross demerit recording, probation, dismissal and dismissal.
Fortieth the punishment of student cadres should be clear facts, conclusive evidence, accurate qualitative analysis, proper handling and complete procedures.
If a student cadre violates discipline, the organization department shall decide to investigate the student cadre's violation of discipline, and inform the student cadre himself of the facts found in the investigation and the basis for the proposed punishment. Student cadres have the right to make statements and defend themselves.
If the organization department thinks that student cadres should be punished, it shall make a punishment decision in accordance with the prescribed procedures and report to the presidium for approval within five working days. The punishment decision shall be published in writing.
Forty-first student cadres shall not be promoted during the period of punishment, and shall not participate in the evaluation and promotion.
The penalty period is: warning, three months; Remember, four months; Remember big mistakes, six months; Stay in the party for seven months; Expelled, nine months. Legal holidays are included in the penalty period.
Chapter VIII Training
Forty-second students' union should conduct classified training for student cadres according to the requirements of their job responsibilities and the need to improve their quality.
The organization department is responsible for the unified training of student cadres, and carries out ideological education, professional training, basic system and etiquette knowledge training for student cadres. Each department can arrange its own professional training besides unified training according to its own situation.
Forty-third new recruits in the probation period, the organization department to arrange training; Student cadres engaged in special work should carry out special business training.
Students should strengthen the training of reserve cadres in a planned way.
Forty-fourth student cadres to participate in the training time determined by the organization department in accordance with the training requirements stipulated in Article 43 of this system.
The learning situation and academic achievements of student cadres' training are one of the contents of student cadres' assessment and the basis for their appointment.
