Before the university town was built, it was a newly built town. However, after the completion of the University Town in 2004, the Xiaoguwei Sub-district Office was formally established on September 29, 2004 to govern the whole Xiaoguwei Island.

Sub-district offices are administrative levels at the town level, which we generally call town streets.

In 2005, Guanzhou Island, which originally belonged to Haizhu District, and Shenjing Community, Changzhou Street, Huangpu District, were placed under Panyu District, and Xiaoguwei Street and University Town, namely Xiaoguwei Island, were jointly established, and the sub-district office was located at No.3, Outer Ring East Road, University Town, namely Guangzhou University. Street offices and towns are units at the same level.
