The special plan of colleges and universities is also called individual enrollment for rural students. It is a preferential policy for the state to recruit outstanding students from remote and poverty-stricken areas and ethnic minority areas alone, so as to reflect the fairness of education and enable rural students to attend universities. The enrollment institutions are universities directly under the Ministry of Education. Candidates selected for special programs in colleges and universities need to take the entrance examination, fill in their volunteers separately, and be admitted separately.
