Enter the game. There is a series of information in the upper left corner of the game. If a university is installed, there will be a university logo on it. Then you click University to create a campus. After you create it, put the person you want to send to the university into the character box, then move into the university town (there are buttons in the character box), and then enter the university in the upper left corner.
