Article 2 National scholarships are funded by the central government and are for students from poor families among college students in full-time ordinary colleges and universities (hereinafter referred to as "colleges and universities"). It is divided into two types: national scholarship and national grant.
The national scholarship is aimed at full-time undergraduates with financial difficulties and excellent academic performance. The amount of national scholarship is 4,000 yuan per person per year, and 50,000 students are supported each year.
The object of state grants is full-time undergraduates with special financial difficulties in ordinary colleges and universities. State grants aim to subsidize the living expenses of students from particularly poor families. The standard is per person per month 150 yuan, and it will be distributed every year in minutes 10 month, and about 533,000 students will be subsidized every year.
Article 3 Basic application conditions for national scholarships: 1. Love the socialist motherland and support the leadership of China Producers' Party; 2. Consciously abide by the Constitution and laws, and abide by the rules and regulations of the school; 3. Honesty and trustworthiness, excellent moral quality; 4. Excellent academic performance during school or excellent results in the national unified college entrance examination; 5. Poor family and simple life; Article 4 The basic application conditions for state grants are: 1. Love the socialist motherland and support the leadership of China Producers' Party; 2. Consciously abide by the Constitution and laws, and abide by the rules and regulations of the school; 3. Honesty and trustworthiness, excellent moral quality; 4. Study hard and be positive; 5. The family economy is particularly difficult and life is simple.
Article 5 Institutions of higher learning may formulate corresponding comprehensive evaluation methods according to the basic application conditions of the above-mentioned scholarships and state grants, and evaluate students according to their family economic status, ideological and moral character, study situation, school rules and disciplines and other specific indicators.
Article 6 National student scholarships are reviewed once a year. Accept the application in September every year, and complete the review before June 3 1 of that year.
Article 7 Students may apply to their school according to the scholarship application conditions (once per academic year, and can apply continuously if they meet the requirements), and submit the National Scholarship Application Form or the National Scholarship Application Form, but they may not enjoy both the national scholarship and the national scholarship in the same academic year.
Article 8 The evaluation procedures for national student scholarships are as follows:
1. According to the number of students in central and local colleges and universities in the previous year, the Ministry of Finance determines and issues the budget and distribution of national student scholarships to the central authorities and local governments before September 1 every year. When allocating places, we should tilt to universities in the western region.
2. The central competent department and the local finance department (bureau) (jointly with the education department) shall determine the number of national student scholarships according to the Ministry of Finance. Colleges and universities with a large proportion of students majoring in agriculture, forestry, water conservancy, normal education, nationality, geology, minerals, petroleum, navigation, etc. are given appropriate tilt.
3. Colleges and universities accept students' application materials and organize equal evaluation according to the number of national bursaries issued by their superiors. Before formally determining the list of award-winning students, they publicize the list of students who passed the preliminary examination to all teachers and students in accordance with the principles of openness, fairness and justice, so as to prevent unhealthy practices and put an end to fraud.
4. After the publicity, colleges and universities will officially confirm the list of funded students before June 3 1 every year, and submit it to the central competent department or the provincial education department (bureau) and the finance department (bureau) for the record according to the affiliation.
Article 9 All central authorities and provincial finance departments (bureaus) (through provincial education authorities) will allocate all funds to colleges and universities within 15 days after receiving the record list of national student scholarships and police-funded students reported by colleges and universities.
Article 10 National scholarships shall be uniformly distributed by universities to the award-winning students themselves; State grants are paid to students by the school on a monthly basis, or directly into the students' monthly food cards.
Eleventh institutions of higher learning should strengthen management and strive to do a good job in evaluation and distribution. Ensure that national scholarships are really used for students from poor families with excellent academic performance, and ensure that national grants are really used for students' living expenses.
Article 12 All relevant departments must strictly implement the provisions of the relevant state financial regulations and these Measures, and use the funds for special purposes, and shall not intercept, misappropriate or occupy them, and at the same time accept the inspection and supervision of the financial and competent departments.
Thirteenth provinces, autonomous regions, municipalities directly under the central government and cities under separate state planning shall arrange special funds at the corresponding level. According to these measures, local government scholarships can be called "XX provincial (city, district) government scholarships". The specific number of sponsors and implementation rules shall be determined by the provinces themselves.
Article 14 The Ministry of Finance and the Ministry of Education shall be responsible for the interpretation of these Measures.
Fifteenth these Measures shall be implemented as of the date of promulgation. The original Notice of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Measures for the Administration of National Scholarships (Cai Jiao [2002] No.33) shall be abolished at the same time.
