The reason why these three universities don't have to take part in military training is actually clear when you think about it. The Chinese University of Hong Kong (Shenzhen) is an institution of higher learning jointly organized by Guangdong Province and Hong Kong. Most of the students in this institution come from Hong Kong.
Because the students of these three universities are not all mainland students, in order to take care of students from other countries and Hong Kong, the mainland is not required to participate in military training.
