Legal basis: Paragraph 2 of Article 2 of the Notice of the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance on Further Regulating the Management of Education Fees in Colleges and Universities is for the convenience of students' study and life. On a voluntary basis, colleges and universities can collect and pay related fees for service providers. Colleges and universities are not allowed to forcibly collect fees on their behalf, nor are they allowed to collect them when students pay tuition fees, and they should settle accounts in a timely manner according to the facts, refund more and make up less, and they are not allowed to collect any fees from agency fees. Bedding and daily necessities for college students' apartments are purchased by students themselves and may not be uniformly equipped. Specific opinions on regulating the management of tuition fees in colleges and universities around the country shall be put forward by the provincial education administrative department, submitted to the price and financial departments at the same level for review, and implemented after being approved by the provincial people's government.
