If someone further asks why there is no responsible academic Committee, I think the answer should be because the academic Committee can't bear the responsibility.

If someone doesn't give up and asks, who will bear the responsibility? The answer may be the president of the university.

I used the word "possible" weakly. Because the headmaster can actually throw the pot to the academic Committee, because according to Article 18 of the Regulations on Academic Committees of Colleges and Universities, "accepting reports of academic misconduct and conducting investigations to decide academic disputes", this matter should be done by the academic Committee. However, before this sentence, there is another sentence: "the academic Committee is entrusted by the school according to the relevant regulations."

What are the relevant regulations? Entrusted by the school, what is entrusted? To put it bluntly, it is enough. The academic committee has no independent power to conduct academic investigation, and all its power comes from the authorization of the school. Therefore, this pot should be backed.

In fact, the Regulations on Academic Committees of Colleges and Universities promulgated by Order No.35 of the Ministry of Education of People's Republic of China (PRC) and implemented since March 1 2065438 are ashamed to admit this, but this is just a lute.

The five rights of the academic committee stipulated in Article 13 do not include academic investigation. It is clear from the provisions of Article 15 that "before a school makes a decision on the following matters, it shall be submitted to the academic committee for deliberation or submitted to the academic committee for deliberation and direct decision", and Article 7 of the listed matters is "academic evaluation, dispute resolution rules and academic ethics".

This is the crux and the answer. Maybe the word "maybe" I used above should be more definite. President of the university, you should build the academic Committee responsibly and urge the academic Committee to take responsibility. Because it is the responsibility of a school principal. This pot is not easy to shake, so you have to carry it yourself.

If a university's style of study is not correct, academic misconduct scandals will occur frequently, which will seriously affect the lifeblood of the university: academic reputation and academic credibility. It is improper for a university president to fail to keep this bottom line.

When the Regulations on Academic Committees of Colleges and Universities signed by the Minister of Education came into effect, there was not much movement. Sun Zeng, then director of the Policy and Regulation Department of the Ministry of Education, said, "The promulgation of the regulations will effectively improve the status and role of academic organizations in the governance system of colleges and universities, and promote the relative separation and mutual cooperation between academic power and administrative power ..." After several years, who can say how much role the regulations have played? As far as the "relative separation" between academic power and administrative power is concerned, it can be said that my nephew plays lanterns-according to my uncle (old), there is no improvement. However, it goes without saying that most academic power is subordinate to administrative power.

So, back to that sentence, university presidents should be responsible for academic investigations. If the school does nothing, it will accomplish nothing. Therefore, this is only self-deception, not only can not save the academic reputation, but will cause more harm. Trees need skins, and people need faces. Where to put the college face of centenarians.

Give a direct example. Han Chunyu. The paper was also voluntarily withdrawn, and the school also claimed that it "decided to start the academic review and related procedures for Han Chunyu's research results" (2065 438+07. 8. 3). However, at the end of last year, when the paper visited Hebei University of Science and Technology again, he found that the promised academic review of Han Chunyu's paper was still inconclusive. The title of Vice Chairman of Hebei Science and Technology Association won by this paper for Han Chunyu has not been affected in any way. Hu Yongqi, director of the academic Committee of the school, directly replied to the reporter: "Refused to respond".

Han Chunyu incident, public opinion reports one after another; 13 peer scientists questioned their real names; Rao Yi and Shao Feng sent a letter to the president of Hebei University of Science and Technology, suggesting that the school conduct an academic investigation ... The news media and science * * * did their best, but the Ministry of Education, Hebei Provincial Department of Education and other relevant departments were indifferent, and the school openly defended its shortcomings. Han Chunyu is more fearless and shameless.

Therefore, if the school doesn't act, if the president of the university is not responsible, we can't have much hope for China to end the academic investigation.

Colleges and universities in China are on the road of double first-class. If we take the amount of research funding, the number of published papers and various university rankings as the pursuit goals, it is easy to be influenced by these immediate interests and ignore the educational essence of Lide Shu Ren. For academic misconduct that harms the university's reputation, especially an academic bull who can bring benefits to the university in terms of funds, papers, rankings, etc., once something goes wrong, he dare not make up his mind to maintain academic purity and lose the courage and responsibility to fight against those who may harm the university's academic reputation.

A scholar may make mistakes, and a university may make mistakes, but mistakes are not terrible. The terrible thing is to face the wrong attitude and cover up the mistakes in vain. If people don't believe it, they won't stand up, especially in a university that educates people and cultivates people.

At present, Wuhan University is facing such an opportunity. If a first-class academic committee can be built, it will undoubtedly run more smoothly on the road of double first-class. In the face of the current academic doubts in Li Hongliang, asking the academic committee to make a responsible and independent academic investigation can build a mirror for many universities. It is found out that it is no problem to protect the reader, and a straight body is not afraid of shadows; If the problem is found out, I believe that it will not only damage the reputation of the school, but will convince the skeptics and the public that this is a university with all dignity.
