In order to further strengthen the charge management of public colleges and universities (hereinafter referred to as colleges and universities), standardize the charge behavior of colleges and universities, resolutely control arbitrary charges, safeguard the legitimate rights and interests of colleges and students, ensure the normal teaching and learning life of schools and students, and promote the sustained and healthy development of higher education, the relevant issues are hereby notified as follows:
First, strengthen the management of administrative fees in colleges and universities
Administrative fees in colleges and universities include tuition, accommodation and examination fees.
(1) Tuition fee
Institutions of higher learning recruit undergraduate (vocational) students, preparatory students and junior college students approved by the administrative department of education in accordance with the relevant state regulations and policies; Second degree, double degree, double degree and minor degree students; Postgraduates who have not been allocated financial funds in various countries (including graduates of professional degrees, on-the-job postgraduates studying for master's and doctoral degrees, persons with equivalent academic qualifications applying for master's and doctoral degrees, engineering postgraduates of demonstration software colleges, and students entrusted to train self-financing master's, doctoral and postgraduate courses, etc.). ); Undergraduate students who study in the form of undergraduate and graduate students; Students studying in China at their own expense; Students who take the higher education diploma examination, self-taught classes and applied self-taught specialized classes will be charged tuition fees.

Colleges and universities are not allowed to forcibly collect fees on their behalf, nor are they allowed to collect them when students pay tuition fees, and they should settle accounts in a timely manner according to the facts, refund more and make up less, and they are not allowed to collect any fees from agency fees. Bedding and daily necessities for college students' apartments are purchased by students themselves and may not be uniformly equipped.
Specific opinions on regulating the management of tuition fees in colleges and universities around the country shall be put forward by the provincial education administrative department, submitted to the price and financial departments at the same level for examination and approval, and implemented after being submitted to the provincial people's government for approval.
Three, strictly implement the publicity system of education fees
Local education, price, financial departments and colleges and universities should conduct a comprehensive clean-up of the charging items and standards of colleges and universities in accordance with the relevant provisions of this notice and the Implementation Opinions of the Ministry of Education and other seven departments on the work of controlling arbitrary charges in education in 2006 (Jiao Jian [2006] No.6), and strictly follow the relevant provisions of the Notice on Printing and Distributing issued by the former State Planning Commission, the Ministry of Finance and the Ministry of Education (JJ [2002] No.792). The income shall be turned over to the financial special account or the state treasury in full and on time in accordance with the relevant provisions of the state and the financial affiliation of the school, and the expenditure shall be allocated by the financial department according to the budget. In principle, the service fee should also be charged by the financial department of the school.
