Failing the exam must have an impact. However, if the school can be rebuilt and it doesn't show that you have been rebuilt, it doesn't matter if the report card records your achievements after reconstruction. However, if the school will show the retake, or not show the retake score, it will be treated as 60 points (I used to have students like this), which will definitely have an impact.
But you don't need to worry too much. Admission to American universities is comprehensive. Your GPA is not high, which will be a defect, but you can make up for it through other conditions.
