University of Shanghai for Science and Technology is not a 2 1 1 institution. There are nine 2 1 1 institutions in Shanghai (Shanghai International Studies University, East China Normal University, Donghua University, East China University of Science and Technology, Shanghai Jiaotong University, Fudan University, Shanghai University, Shanghai University of Finance and Economics, Tongji University) and there is no Shanghai University for Science and Technology.
