After Northeastern University moved back, the higher education in northern Sichuan was blank. 1946, Professor Li Jiwei, a well-known person in Sichuan and former dean of the School of Engineering of Northeastern University, and others proposed that a large number of teachers and two-thirds of students, mainly from Sichuan and South China, should continue to run colleges and universities well and build a private North Sichuan Agricultural and Industrial College. Professor Li Jiwei pointed out in the article "How to Adjust Three Higher Education after the Relocation of National Northeastern University": "After the relocation of Northeastern University, the original equipment was changed to North Sichuan Agricultural College according to local conditions, with a view to cultivating senior technical talents needed for economic construction and modernizing agricultural and industrial production in North Sichuan", which attracted the attention of all sectors of society. 1April, 946, Sichuan Province 12 Administrative Commissioner's inspection area (which governs Suining, Santai, Yanting, Zhongjiang, Pengxi, Anyue, Lezhi, Shehong and Tongnan counties) held a meeting of educational instructors, and the representatives of each county were the sponsors, and the county heads, Senate presidents and board members of the Education Council were elected as preparatory members, and were established. In May, the preparatory meeting of North Sichuan A&M College was established, with Li Jiwei as the president of the preparatory meeting. According to the Second China Education Yearbook compiled by the Ministry of Education of the National Government, the preparatory meeting started on the former site of Northeastern University in May 16, which was the anniversary of the school.
