Liaoning University of Engineering Science was founded in 1949, formerly known as Fuxin Mining Institute. In the early 1960s, it became the only coal university in Northeast China and one of the two national key universities directly under the former Ministry of Coal Industry. Many general managers or chairmen of seven major coal enterprises in China graduated from this school, which is known as the "Whampoa Military Academy" in the coal industry.

Fuxin College was founded in 1958. It is a full-time college approved by the State Council and put on record by the Ministry of Education. Originally Fuxin Teachers College, it was renamed Fuxin College in April 1993.

According to the relevant instructions of provincial and municipal governments on the adjustment of local colleges and universities, from 1999 to 20 14, Fuxin Normal School, Fuxin Staff University, Fuxin Finance and Trade School, Liaoning Radio and TV University Fuxin Branch and Fuxin Highway School were merged into Fuxin College successively, and now a diversified school-running system integrating higher vocational education, secondary vocational education, adult education and TV University distance education has been formed.

Fuxin city is located in the middle transition zone between Inner Mongolia Plateau and Northeast Liaohe Plain, and belongs to the hilly area of western Liaoning.
